Institute of Standards & Technology (NIST) has a requirement to
retrofit two testing machines; a 1929 Baldwin 300-kip BTE compression
testing machine (CTM) and a 1940 Baldwin 60-kip BTE universal testing
machine (UTM). The specifications for both machines require the
following modifications: a) digital indicating and test system, b) two
(2) analog channels for load indicator and strain gage or LVDT device,
c) digital position encoder to measure piston position, d) on screen
graphing capability, e) results and calculations capabilities, f)
printing capability g) lower cabinet assembly with new motor (208 VAC
3 phase), pump and valving system, h) control cabinet assembly, i)
installation, calibration, training and instruction manuals. In
addition, the CTM also requires replacement of 9 in. diameter
spherically seated compression plate, and capsule diaphragm; and the
UTM requires servo control system. Both machines require on-site
installation Gaithersburg, MD within 120 days after award. Copies of
the solicitation will only be provided in response to written or faxed
requests received directly from the requestor. Telephone requests will
not be honored. The date set for receipt of offer is approximate. This
may be a multiple award. All responsible sources may submit a proposal
