Oceanic and Atmospheric Administration (NOAA) proposes to negotiate, on
a non-competitive basis, with CTA, Inc., 6116 Executive Boulevard,
Rockville, Maryland 20852, for the purchase of a custom designed and
integrated GOES Ingest and NOAAPORT Interface (GINI) system, including
customized hardware and software engineered by CTA. The National
Environmental Satellite, Data, and Information Service (NESDIS), Office
of Satellite Data Processing and Distribution, Satellite Services
Division (SSD) will augment the current three-GINI system processing
environment with this additional fourth GINI, in support of risk
reduction and development activities associated with the National
Weather Service (NWS) modernization efforts. Vendors who believe they
can provide the aforementioned hardware and software are invited to
submit, in writing, an affirmative response. In order to be considered
an affirmative response, vendors must submit a written narrative
statement of capability, including data which demonstrates a
familiarity with the existing hardware and software to be duplicated,
be knowledgeable of the GINI data streams and must be familiar with
NESDIS standards regarding coding, documentation, and configuration
management. The response must be sufficient to permit agency analysis
in order to determine a bona fine capability to meet the requirements.
