stop bit, Even parity. In anticipation of soliciting the second phase
of its Advanced Technology Transition Demonstration (ATTD) under Phase
II of the MightySat program, the Phillips Laboratory Space Experiments
Directorate (PL/SX) is posting a draft RFP for review and comment. The
Government intends to solicit this effort on a Full and Open
Competition basis. The anticipated cost-plus-fixed-fee contract is
expected to be $10M-$20M. The expected term of this work is to occur
from 4QFY95 through 2QFY01. The level of classification is Secret. The
actual solicitation will be released on or about 5 Jun 95 with the
receipt of proposals due NLT 30 days after issue. The purpose of the
MightySat Phase II program is to provide to PL directorates an
inexpensive experiment platform on which PL can test and/or space
qualify its future technologies in a timely manner. The Phase II effort
entails the design of three Class D spacecraft (with an option for two
more) to be delivered to Phillips Laboratory at a rate of one per
year. Launches will also occur on an annual basis starting in early
CY98 and will employ the STS Hitchhiker Ejection System for orbit
insertion. The ability to launch from the Multi-Service Launch System
is anticipated to be proposed as an additional option. MightySat
payloads range from stand-alone experiments unrelated to the normal
operation of the spacecraft bus, to integrated experimental components
(e.g. structure, solar cells), which may replace original bus
architecture. A flexible spacecraft design based on existing technology
and Commercial Off-The-Shelf elements is desired. Extensive interaction
and shared responsibility with government experimenters in the design
and integration of experiments is expected throughout the program. The
contract additionally requires, for each MightySat flight, support for
experiment integration, launch integration and launch operations
support, on-orbit operations support for one year, and the upgrade and
maintenance of four existing ground stations to be supplied as
Government Furnished Property. A Briefing For Industry (BFI) will be
held on 12 May 95 at Kirtland AFB, Bldg. 414, Conference Room 3, from
1000-1130 hrs. Only companies that are on the Qualified Contractors
Access List (QCAL) may send representatives. The briefing will be
unclassified. The BFI will address the MightySat program, the SoW and
the TRD. Firms planning to attend the BFI are limited to three
attendees each and must provide attendees' names along with proof of
QCAL certification (DD Form 2345) to the logistics officer (Lt Rice).

require badging prior to the start of the BFI and should submit a visit
request to PL/AS, 3550 Aberdeen Ave. SE, Kirtland AFB, NM 87117-5776

draft versions of the SoW, TRD, and Sections L and M, along with
directions to the BFI, will be available on the PL EBB after 1 May 95.
(No hardcopies will be made available.) Comments on the draft RFP are
welcome and may be addressed to the contracting officer. Response will
be made to written comments only. PL is specifically interested in
comments which will help to streamline the MightySat acquisition --
recommendations regarding use of commercial standards and replacement
of military standards are welcome. Please submit comments NLT 19 May
95. To be included on the Bidder's List for the final RFP, send a

SE, Bldg. 592, Kirtland AFB, NM 87117-5776. Verbal requests for copies
of the RFP will not be honored. Proposals will be accepted only from
companies that are on the Qualified Contractors Access List (QCAL). A
preliminary Phase II Read File will be available in Bldg. 592 to all
potential offerors from 5-26 May 95, M-F from 0800-1000 hrs. and from
1200-1400 hrs. (A final Read File will also be made available for 30
days once the final RFP is released). To make an appointment to view

provide her with QCAL certification. Appointments must be made 48 hours
in advance. There is a limit of 2 hours to view the material, the
material may be removed from the area for reproduction during that
time. Foreign firms are advised they will not be allowed to participate
as a prime contractor. The research and test data produced under a
resultant contract may contain Military Critical Technology List (MCTL)
information whose export is restricted by the Export Control Act (Title
22, U.S., Sec. 2751, et seq.). Only those companies who are on the QCAL
may receive such information. Request certification and registration
from the Defense Logistics Service Center (DLSC), Federal Center, 74
North Washington, Battle Creek, MI 49016-3412 (1-800-352-3572) as soon
