RESPONSIVE ORDNANCE (MRO) SOL N00178-95-Q-1103 POC Paul Learn, Contract
Specialist, Code S112, (703) 663-7478. The Naval Surface Warfare
Center, Dahlgren Division (NSWCDD) is soliciting Research and
Development proposals for the exploratory development of ordnance
system technologies that could potentially demonstrate the feasibility
of Mission Responsive Ordnance (MRO). MRO is defined as those
technologies that allow a single missile ordnance system to alter its
output and/or mode of operation to maximize lethality against a wide
spectrum of targets. An example is a single strike ordnance system that
could attack a reinforced- concrete bunker by penetration and internal
blast or could attack multiple dispersed targets with fragments or
slugs, with little or no loss of efficiency. In addition, it is desired
that the MRO system concept be able to modify/attenuate/direct its
output to minimize collateral damage in the target area when
appropriate. Proposals should focus on conceptualizing and
demonstrating the underlying technologies that enable ordnance to adapt
output to the target spectrum and encounter conditions. These
technologies include, but are not limited to : 1. Fuzing 2. Safe and
Arm 3. Initiation 4. Submunitions 5. Warhead structural/packaging 6.
Energetic materials 7. Target sensing and recognition 8. Concrete
penetration. The target spectrum for the MRO system includes, but is
not limited to: bunkers, bridges, vehicles (tanks, trucks, personnel
carriers) personnel, Transportable Erector Launchers, revetments,
buildings, and ships. Proposals should deal with ordnance systems
capable of delivering blast performance roughly equivalent to current
systems in the 500 - 1000 pound class. Practicality, payoffs, and
benefits of the technologies that will lead to multiple response
options within this class should be addressed. Proposals shall be
submitted in original and three copies to the Dahlgren Division, Naval
Surface Warfare Center, Attn: Mr. Paul Learn, Code S112, 17320
Dahlgren Road, Dahlgren, Virginia 22448-5100. Proposals and all related
correspondence should reference Broad Agency Announcement (BAA) Number
N00178-95-Q-1103. If desired, multiple proposals addressing different
areas of research and development may be submitted. Offerors are
encouraged to submit a one to five page ''white paper'' summarizing the
proposed effort(s) and a rough order of magnitude of cost to obtain a
preliminary indication of potential NSWCDD interest. Offerors will be
requested to submit in-depth proposal(s) should NSWCDD deem the ''white
paper'' of scientific and technical merit. The format for the in-depth
proposal(s) should be divided into three sections: (1) a technical
section which includes a clear statement of objectives, technical
approach and methodology, supporting technical information (including
an indication of any proprietary aspects of the proposed effort), and
a plan of action and milestones, (2) a management section which
includes a description of relevant corporate expertise, experience,
facilities and other relevant resources, and resumes for key program
personnel, and (3) a cost section which includes a cost breakdown of
the proposed effort described in the technical sections. All options
and assumptions shall be clearly identified and defined. Award
decisions will be based upon competitive selection of proposals
resulting from a peer and/or scientific review and availability of
funds. Proposals submitted in response to this announcement will be
evaluated using the following criteria: (1) overall scientific and
technical merits of the proposal, (2) potential contributions of the
proposed effort to the Navy's overall warfighting capabilities or
specific Navy missions; (3) the offeror's capabilities and related
experience: and (4) realism of the proposed cost and availability of
funds. Proposals will be accepted until 30 September 1995. This notice
constitutes a BAA for NSWCDD as authorized by FAR 6.102(d)(2). It is
anticipated that any award resultant from this BAA will utilize the
Research and Development Streamlined Contract format as defined in DFAR
235.7006 for the contract. Although no portion of this announcement is
set aside for HBCU and MI participation, proposals are invited from
all sources. This BAA should not be construed as a commitment or
authorization to incur cost in anticipation of a contract. Information
