Description: The Technology Advancement Office of the South Coast Air
Quality Management District (AQMD) was established by the AQMD Board in
1988 to administer and manage the state-mandated Clean Fuels Program
through expediting the research, development, demonstration and
commercialization of advanced emissions control technologies and
clean-burning alternative fuels. The program is also an integral
component of the Air Quality Management Plan to restore healthful air
in the region by the year 2010. California state legislation requires
the AQMD to coordinate and manage such a clean fuels program under
California Health and Safety Code Section 40448.5. California Vehicle
Code Section 9250.11 funds this program through the imposition of a
one-dollar fee on motor vehicles registered in Los Angeles, Orange,
Riverside, and San Bernardino counties. The objective of the Clean
Fuels Program is to support and promote the development and
demonstration of clean fuels and new pollution control technologies to
increase their utilization in the region. Objectives of the Clean
Fuels Program are achieved by cost-sharing development and demonstation
projects with private industry, academic institutions, other government
agencies, and major research institutes. Through these projects, the
cost and risks of developing progressively lower-emitting technologies
are shared, while the potential for achieving sustainable commercial
success is maximized. Project Solutions: Pre-Proposals are being sought
for fiscal year 1995-96 funding. Pre-proposals may not exceed five
pages in length and must be presented in double-sided, black and white
type, and stapled not bound. Pre-proposals are sought in the following
areas: -Electric Vehicles including Hybrids. -Fuel Cells for
Trasportation Applications & Stationary Power Generation. -Energy
Storage Systems including Batteries, Ultracapacitors, Flywheels, etc.
-Alternatively Fueled Off-Road Vehicles and Equipment, Marine
Applications, and Aircraft and Associated Equipment. -Renewable Energy
Sources for Distributed Power Generation. -Advanced, Low Emission
Combustion Technologies. -Advanced Multi-Species Remote Sensing.
-Hydrogen Corridor. -Ultra-Low/Zero-Emission Commercial Lawn and Garden
Equipment. Instructions for Proposal Submittal: Pre-proposals shall
include the following sections: 1) Title Page; 2) Project Description
including a) project summary, b) potential air quality benefit, and c)
schedule; 3) Qualifications; and 4) Budget including a full breakdown
of all in-kind and direct cost-sharing, secured and anticipated.
Pre-proposals may not exceed five pages in length. Please direct your

Submittal is not a basis for contract award. Pre-Proposals shall be
accepted through January 15, 1996. Selection Criteria: Proposals will
be evaluated on the basis of the following criteria: -Target pollutant
emission reduction potential. -Technological innovation. -Potential to
reduce costs of compliance and improve cost-effectiveness. -Contractor
experience and capabilities. -Overall environmental impact or benefit.
-Commercialization and business development potential. -Cost-sharing.
