has a need for a contractor to provide at least five (5) qualified
nurses (1 Supervisory) who shall provide occupational health care to
support two employee health units at the SSA. To be qualified, nurses
must: 1) be currently licensed and registered in the State of Maryland
(with no restrictions); 2) have at least 1 year of experience gained
within the last 8 years as a nurse in an occupational health program or
equivalent; 3) be currently certified in CPR; and 4) have the ability
to perform EKG's, tuberculin and vision screening tests. In addition to
these qualifications, the Supervisory Nurse must also have 2 years
experience gained within the last 8 years as a supervisor in a medical
facility. Furthermore, one nurse in each facility shall be certified
in audiometric testing and shall be capable of managing a hearing
conservation program. Also, all nurses shall be trained in bloodborne
pathogens and shall have completed the Hepatitis B vaccine series. At
the time of award, each nurse shall be required to undergo a background
investigation, including fingerprint checks and a criminal record check
through various local, state and federal agencies. The Government will
have sole authority in determining the suitability of the nurses.
Nurses who receive an unsuitable background determination shall be
removed from the contract and replaced. Services shall be performed in
the employee health units located in two SSA buildings: the Metro West
Bldg. (MW), Baltimore City, MD (3,500 employees), and the National
Computer Center (NCC), Woodlawn, MD (1,100 employees). In both
locations, services shall be provided between the hours of 6:00 a.m. to
6:00 p.m., Monday - Friday, excluding federal holidays. In the MW Bldg.
coverage shall be provided by three nurses as follows: 1 nurse from
6:00 a.m. - 2:30 p.m.; 1 nurse from 7:30 a.m. - 4:00 p.m. (this shall
be the designated supervisory nurse); and 1 nurse from 9:30 a.m. - 6:00
p.m. In the NCC Bldg., coverage shall be by providing either: 1) 2
nurses to work a split week of three 12-hour/two 12 hour days; or 2) 3
nurses who work a split week of one-12 hour/two 12-hour/two 12-hour
days. A roster of no less than 3 pre-approved (including the required
security clearance) substitute nurses shall also be required to ensure
full coverage at all times in both locations. Occasional overtime may
be required in both locations. All nurses shall work under the
direction of the SSA Chief Medical Officer. The RFP is scheduled for
release on or about June 12, 1995, with proposals due thirty days
thereafter. Requests for the RFP should be received no later than 20
days after the date of this publication. Requests received after this
time will be filled on a first-come, first-served basis consistent with
supply. No telephone requests will be honored. See numbered Note 1.
