Tanek Lennon, (703)306-1242. Since 1990, the NSF Directorate of
Education and Human Resources released the first of a series of
solicitations for proposals to achieve the goal of systemic reform in
the Nation's K-12 science, mathematics and technology education (SMTE)
enterprise. Systemic reform is fundamental, comprehensive, and
coordinated change in SMTE through attendant changes in policy,
resource allocation, governance, management, content, instruction and
conduct. These major efforts center on large-scale, systemic reform
efforts: programs that are multi-component, affecting curriculum,
professional development, student services, educational policy and
resource utilization and programs in which the unit of change ranges
from all of the teachers in a particular grade level in a school
district to the entire K-12 systems in a state. This procurement will
provide technical assistance which will support structural reform of
the education system and improvement in student achievement. Technical
assistance includes, but is not limited to, the provision of
information, expertise and effective strategies in areas including, but
not limited to, strategic planning, curriculum implementation,
professional development, building partnerships and resource
utilization to enable NSF systemic initiative awardees to implement the
various needs of their program to meet its stated goals. Communications
support includes, but is not limited to, building networks and
expediting exchange of information among and between the systemic
awardees. The systemic initiative programs for technical assistance
under this procurement are: Statewide Systemic Initiatives, Urban
Systemic Initiatives, Rural Systemic Initiatives, in the Office of
Systemic Reform, the Local Systemic Initiatives in the Division of
Elementary, Secondary and Informal Science Education, and the
Comprehensive Partnerships for Minority Student Achievement in the
Division of Human Resource Development. NSF intends to award a five (5)
year cost-reimbursement contract for this requirement. The solicitation
