This is a sole source procurement conducted under the authority of 10 U.S.C. 2304(1). The Naval Surface Warfare Center intends to negotiate on a sole source basis with ST Services, 17304 Preston Road, Suite 1000, Dallas, TX 75252 for the continued storage of 170,000 gallons of special diesel test fuel. The current facilities with ST Services are located in Baltimore, MD and are capable of segregated storage of the fuel. The segregated storage of fuel is mandatory to ensure against contamination by, or comingling with any other facility stocks. The requirement for segregated storage dictates the necessity for a storage tank with dedicated piping to and from a pier, as well as to and from a truck loading platform. The storage facility must be accessible by tank trucks so that the fuel can be transported to various testing sites. The fuel will be stored for approximately five years (one base year plus four one-year options). The Government has determined that the transportation costs of moving the fuel to another storage facility would not likely be recovered through compeition. See Note 22. (0116)
