The U.S. Army Engineer Division, Huntsville, (USAEDH), intends to award contract to provide and install a Utility Monitoring and Control System (UMCS) at the Defense Mapping Agency, Hydrographic and Topographic Center (DMA-HTC), Bethesda, Maryland. The contract will be an Indefinite-Delivery, Indefinite-Quantity contract with the basic plus four year options. The work will include developing equipment installation engineering plans; providing hardware and software; installation; test and check-out; performing minor facility modifications required to support equipment installation; installing data transmission equipment; interfacing UMCS equipment; determining compatibility of new equipment with existing control systems; preparing system and component documentation; providing operator and maintenance manuals; providing training; warranting systems; maintaining and servicing systems; preparing after action and other reports; and providing as-built installation drawings. The contractor will maintain experienced personnel to conduct the above work on a sustaining level. Prospective contractors must be individuals, firms or corporations regularly engaged in the business of providing the supplies and services indicated above and must possess satisfactory organizational, financial, and technical ability and equipment to ensure a satisfactory completion of the contract, and have established a satisfactory record for completion of contracts of a similar nature. The selected contractor must be the UMCS supplier who is regularly engaged in providing UMCS. The selected contractor must possess knowledge and experience in all aspects of UMCS and deployment thereof. Responding firms must demonstrate or possess: (1) previous experience in supply, installation, and logistics support (including operator and maintenance training) of UMCS. These systems include instrumentation and control sensors, field panels, control room equipment, software, and various types of data transmission; (2) knowledge of Corps of Engineers specifications; (3) staff including electrical engineers, software personnel, mechanical engineers and electronics technicians; (4) facilities for fabrication and testing of equipment and systems. The value of this contract is estimated to be between $1,000,000.00 and $5,000,000.00. It is anticipated that the Request for Proposals will be issued to potential offerors on or about 17 May 95. A pre-proposal conference will be held at DMA-HTC approximately ten(10) days after RFP issue. The Standard Industrial Code (SIC) for this acquisition is 1796. For the purpose of this solicitation, any firm with gross annual receipts over the past 3 years not exceeding $7.0 million is considered small business. Contractor must furnish business size with written requests (i.e., small business, large business). The date for this contract is planned for August 1995. Upon written request, (NO TELEPONE CALLS ACCEPTED) one set of specifications only will be furnished at a rate of $10.00 per set. A half-size set of drawings will be furnished at a rate of $50.00 per set. Requests for single sheets of drawings will not be honored.
