pursuant to FAR Part 5, but is a Market Survey to identify sources with
the capability to Depaint and Paint the exterior surface of the C-141
Aircraft. Contractor's facilities include, but are not limited to the
following: 1.) Minimum airfield requirements in accordance with AFMCI
91-101. Runway - length 6,000 feet minimum - width 150 feet with
shoulder width of 35 feet - Safety Area 500 feet wide & 1000 feet long.
2.) Sufficient hanger space to completely enclose and maintain one
C-141 Aircraft and Support Equipment/Tooling. Hangar doors must have a
minimum opening of 180 feet width and 45 feet height. A minimum of
61,200 square feet on hanger space is required with temperature control
ranging from 50 to 100 degrees Fahrenheit for aircraft depaint/paint.
3.) Ramp space sufficient to manuever and park two C-141 Aircraft -
minimum 75,000 square feet. 4.) Security to provide protection to the
aircraft and prevent unauthorized access, tampering, damage or removal
of government property. In addition the contractor shall provide all
supplies, tooling, fixtures and labor to remove aircraft exterior
finish, remove exterior corrosion, seal prior to painting, and apply
new paint finish to the aircraft. The government will not provide any
material, tooling or fixtures for this requirement. A solicitation does
not exist at this time. This survey if for information and planning
purposes only and does not constitute an Invitation for Bid or Request
for Proposal and is not to be construed as a commitment by the
Government. Respondents to this notice will be sent a DRAFT Statement
of Work (SOW), Minimum Essential Requirements Statement, and a
Contractor Capability Summary Sheet. U.S. Contractors must provide
approved DD Form 2345 with their request. Contractors may obtain a DD
Form 2345 Certification by contacting Defense Logistics Service Center,
at 1-800-352- 3572. The extent of foreign participation has not yet
been determined and the release of information will be determined at
the time of request. Written responses should be mailed to Tom

Address, Point of Contact, CAGE Code, Phone Number, Size of Business
pursuant to Standard Industrialization Code (SIC) 4581, and a statement
of domestic or foreign ownership. Foreign sources must include
documentation indicating the country or ownership. Large and small
business are encouraged to participate in this survey. All responses
must be received no later than twenty-five (25) days from the date of
this publication. The approximate issue/response date will be 05 May
