in the planning, design, test, development, and fielding of the
National Law Enforcement/Public Safety ''Wireless'' Network as
envisioned in Vice President Gore's National Performance Review (NPR).
The following documents should be obtained prior to responding to the
Request For Information (RFI) questions: 1) ''IT04: Establish a

Plan of the Federal Communications Commission'', 143-155; 3) ''Report
and Plan of the Federal Communications Commision'', Meeting State and
Local Government Public Safety Agency Spectrum Needs Through the Year
2010, Federal/Non-Federal sharing, February 1995, 39-40.--The Federal
Law Enforcement Wireless Users Group (FLEWUG) was established on
4/20/94 and is tasked with planning the implementation of the National
Law Enforcement/Public Safety ''wireless'' Network. The objectives of
this RFI are to 1) obtain different ideas, approaches, techniques, or
technoloies which might be used to implement the network; 2) inform
industry of the concept of this network and to invite participation by
soliciting ideas and/or opinions; and 3) raise other nontechnical
issues concerning futre public saftey wireless networks. No
reimbursement for responses to the RFI will be made by the government.
FLEWUG is interested in comments from industry, academia and consumers
concerning the development of a national public safety wireless
communications network as proposed in the NPR. The NPR recommended the
development of a National law Enforcement/Public Safety ''Wireless''
Network for use by federal, state, and local agencies. As envisioned,
this network should provide an integrated wireless/wireline network
that meets the functional requirements of the user community. The
Network should incorporate spectrally efficient technologies, support
interoperability, enhance the safety of law enforcement/public safety
personnel, and be secure. Network planning and development: 1) should
be sensitive to individual agency issues, such as, priorities and
privacy; 2) should provide virtual autonomy and non-interfering
operations; and 3) should include flexibility to expand and extend
capabilities. FLEWUG has prepared a list of questions for review and
