Scherer, (303) 497-3657 In the absence of other qualified sources it is
the intent of the National Oceanic and Atmospheric Administration
(NOAA) to purchase one LAP-3000 Radar Wind Profiler (without antenna)
from Radian Corporation, 2900 Center Green Court, South, Boulder, CO
80301 under ''Other than Full and Open Competition'' procedures
pursuant to 41 U.S.C. 253(c)(1) - only one responsible source. The RF
chasis must be modified to operate at 449 MHz and shall interface to
the Radar Receiver of the LAP-3000 with the same 60 MHz signals used in
the unmodified LAP-3000. The 449 MHz profiler must use the same
hardware and software used by Air Force profilers at the Air Force
Eastern Test Range. This requires that the electronics, data system,
and software of the Radian Corporation LAP-3000 be used. This product
is marketed under a Cooperative Research and Development Agreement
(CRDA) between Radian and the Government. To be considered, interested
concerns must submit a written qualification statement that clearly
establishes the firm's capability to meet the above requirements. This
qualification statement shall be submitted to the individual and
office cited above within 45 days from the date of this synopsis. This
