59 -- ANECHOIC CHAMBER WITH ENCLOSED COMPACT RANGE FOR ELECTRICAL TEST OF THE MC-130H COMBAT TALON II (CT-11) NOSE RADOME SOL F33657-95-4-0049 POC Capt Mark Garst, (513) 255-2974, Contract Manager/Michael R. Rief, Contracting Officer. The Special Operations Forces System Program Office (SOF SPO) intends to issue a Draft Request for Proposal (DRFP), F33657-95-R-0049, Combat Talon II (CT-II) Radome Verification System (RAVS) to interested contractors on or after 5 May 95. The DRFP for this program details the terms, conditions, and requirements associated with the RAVS to test nose radomes for the MC-130H Combat Talon II aircraft. The anticipated contract for this effort will be Firm Fixed Price and the Government reserves the right not to award a RAVS contract. Participation in the DRFP process is strictly voluntary, and the Government will not reimburse any contractor costs associated with participating in the DRFP process. The Government does not require or desire a proposal in response to the DRFP. It has been determined that this acquisition will be competed as a Small Business Set-Aside contract. The Standard Industry Code (SIC) for this procurement is 3829 with a small business size standard of 500 employees. The Air Force intends to establish the CT-II RAVS capability at Robins AFB, Warner Robins, GA, and plans are to procure the entire effort as a turnkey operation. In addition to review of the DRFP, discussions will be held with interested contractors at Warner Robins Air Logistics Center (WR-ALC), Robins Air Force Base, Georgia within 30 days of the publication date of this announcement. Individual appointments will be scheduled after notification by interested contractors of intent to participate in DRFP discussions. The purpose of the discussions is for the Government to answer general questions concerning the DRFP and receive feedback regarding this acquisition. Please respond in writing no later than 10 days after the date of this publication to schedule discussions. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions and voice concerns before resorting to use of the Ombudsman.
