This is a sole source procurement conducted under the authority of 10 U.S.C. 2304(1). The Naval Surface Warfare Center intends to negotiate on a sole surce basis with Touchstone Research Lab, Millennium Centre, Triadelphia, WV 26059 for software and services to enhance the current Composite Materials Properties Database (CMPD). This database will facilitate the exchange and acquistion of composite materials property data generated in a wide range of programs. This procurement will enhance the CMPD with new database functions and a data exchange system to administer the 64 CMPD installations and provide data field exchange capabilities with other relevant database systems. This database is specifically tailored to handle composite material properties generated in development programs. IAW FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements because Touchstone Research Laboratories, is the sole developer to the CMPD software and database concept and this information is proprietary.
