DEVELOPMENT, TEST AND EVALUATION, AND OPERATION AND MAINTENANCE OF TEST

of this notice is to provide updated information regarding the Draft
Request for Proposal. The U.S. Army Electronic Proving Ground (USAEPG)
is considering the acquisition of support services during the second
quarter of FY 97. This acquisition requires extensive and significant
innovation in both program management and technical Areas to develop
new methodologies and instrumentation to support and conduct testing of
Command, Control, Communications, Computers, and Intelligence (C4I)
systems. Systems tested may include the Army's automated tactical C4I
systems, the Army Battlefield Automated Systems, or other automated
systems assigned for testing at USAEPG. The contractor is required to
prepare test plans and procedures, design experiments, determine test
instrumentation, develop data reduction and analysis techniques and
processes, design and implement test scenarios, perform engineering
reviews, specify and fabricate equipment, systems and shelters, and
develop the implement software engineering methodologies. The
contractor is required to provide scientific and engineering services
to operate the Electromagnetic Environmental Test Facility (EMETF).
Part of this requirement is to plan, conduct, and report the
simulation, modeling, testing, measurement, and analysis of C4I and
other electronic systems concepts/hardware; develop and maintain the
EMETF facility; And conduct scientific research and development in all
mission areas for the purpose of improving quality and reducing the
cost of testing. The contractor is required to provide operation and
maintenance of the Instrumented Test Range (ITR) and support to test
electronic systems. The ITR is a Government equipped, contractor
operated electronic testing range comprised of several major complexes
deployed as required for specific tests. There are three operation
control centers located at Fort Huachuca, Mount Lemmon (near Tucson,
Arizona) and Oatman Mountain (near Gila Bend, Arizona). The ITR
provides several unique test capabilities, i.e., launch and recovery
facilities, high altitude/long range tracking facilities, communication
environments, radar environments, Infrared targets, RF generation and
monitoring facilities, the world's largest outdoor compact range, and
other areas equipped for evaluation of Electronic Counter Measures
(ECM) and Electronic Counter Counter Measures (ECC). Part of ths
requirement is to operate and maintain equipment, instrumentation,
systems, buildings, and facilities. The contractor is required to
provide operation and test support and maintenance of the USAEPG Field
Office, Fort Lewis (EFOFL) and other field sites to be determined. The
technical work required to support EFOFL activities include:
requirement analysis, systems design, communication network modeling,
engineering and software development, integration and implementation,
systems support and maintenance, tactical exercise system support,
computer hardware improvements, integrated command post systems
integration and support. Other support efforts include: program
management, data collection, and analysis, and technical documentation
and reporting, as well as the fabrication and modification of Standard
Integrated Command Post Systems (SICPS) assemblages. The intent of this
synopsis is to announce and solicit responses for the Draft Request for
Proposal (DRFP) only which is scheduled to be released on or about the
end of May 1995. Responses will be used to develop a source list of
potential bidders for the DRFP. Availability of a final solicitation
will be announced separately. Tentatively, the final RFP is scheduled
to be released on or about mid August 1995. Requests for copies of
either the Draft RFP or Final RFP will be charged $75.00 per copy.
Checks should be made out to the Treasurer of the United States. Copies
of the Bidder's Mailing Lists will be issued with the DRFP and RFP.
Offerors must respond in writing to the final RFP synopsis in order to
be considered for the acquisition. A one-year base plus four one-year
option contract is anticipated. A pre-proposal conference is
tentatively scheduled for mid-September 1995. Services are currently
performed under contracts DABT63-92-C-0041, Computer Sciences
Corporation, DABT63-93-C-0018, Vitro Services Corporation, and
DAAB07-88-DA044, RDA-Logicon. Interested offerors may be placed on a
bidders mailing list for the Draft RFP by submitting their request in
writing to the Directorate of Contracting, ATTN: ATZS-DKO-E, Fort
Huachuca, Arizona 85613-0748. Requests should indicate the USAEPG
support Services requirement (DRFP), size status of the firm, mailing
address, telephone number, point of contact and check for $75.00. All
responsible sources may submit a proposal which shall be considered by
