Institute of Standards and Technology (NIST) intends to enter into a
sole source contract with the Maine Science & Technology Foundation
(Maine Dept. of Labor) at 87 Winthrop Street, Augusta, ME, under the
authority of 41 U.S.C. 253(c)(1) - Only one responsible source, to
establish a follow-up pilot program for an effective approach to
deliver human resource management and development services. Maine's
direct access to information on firms within a large rural area of the
state, provides it with a unique source of data that would be
difficult for other organizations to accumulate. As a partner with the
Manufacturing Extension Partnership at NIST, Maine's study will
provide the necessary research and analyses to deliver human resource
and development service to small firms within the state. The period of
performance for this requirement is eighteen (18) months from contract
award. This notice of intent is not a request for competitive
proposals. Written responses shall contain sufficient documentation to
establish a bonafide capability to fulfill the requirement. A
