Architect/Engineer (A/E) contract for minor/medium size
Mechanical/Electrical Design and related engineering services for
studies, surveys, & design. Contract shall be managed mechanical system
design, electrical system design by mechanical/electrical trades as a
prime and shall include feasibility studies, asbestos removal design,
cost estimating, environmental, life safety, historic preservation,
architectural, structural, elevator, construction inspection, and
review of shop drawings & A/E designs prepared by other GSA contract
engineers. The contract shall also include the services of a registered
fire protection engineer. Consideration for the contract will be
limited to firms, joint ventures, and consultants, each demonstrating
capability to perform all required design services in their own active
existing production offices located within Maryland, Virginia or the
District of Columbia. There will not be allowed travel premium and
associated costs including, but not limited to long distance telephone
or courier services for all projects within NCR. The boundaries of the
GSA NCR consist on the District of Columbia; Montgomery and Prince
Georges Counties in MD; Arlington, Fairfax, Prince William and Loundoun
counties in VA; the Cities of Alexandria, Fall Church and Fairfax in
VA. Potential projects include: Secondary Switchgear, CHP; Ventilate
Elevator Machine Room, Agriculture Admin; HVAC Improvement, Old Post
Office; Misc Mech Repairs, GSA/ROB; Electrical Upgrade, Mary Switzer;
Alarm/Sprinkler/Fire Pump/Systems, J. Edgar Hoover; Misc. Ventilation,
J. Edgar Hoover; Sprinkler System, Suitland Htg. Pl. Projects may be
added or deleted. The duration of the contract shall be one (1) Base
Period and two (2) Option Periods, not to exceed $750,000 for each
period, for a dollar total of $2,250,000. Each Period shall not exceed
twelve (12) months. Each Work Order issued will be
mechanical/electrical in nature with support in, Structural and
Architectural. The following specialists are required: fire and safety,
elevator design, hazardous materials, and historical preservation.
Preservation Consultant must have experience in both of the following
disciplines historical architecture, and material conservator.
Construction inspection service may be required. The Government will
not indemnify the A/E against liability arising out of asbestos or
other hazardous material. Work Orders may include, preparation of
contract documents, development of studies and reports, investigations,
planning, review of shop drawing, review of manuals, and cost
estimates. The evaluation criteria for selection are as follows: I.
DEMONSTRATED ABILITY (45%): A. Design Ability (1) Based on specific
examples shown, does the firm provide well organized, complete,
accurate, and fully coordinated construction documents? (2) To what
extent does the firm have the required expertise to provide a
professional presentation package to include surveys and studies? B.
Responsiveness (1) Based on project examples, and client contact(s) is
the firm responsive to the client's needs and does the firm complete
its work on time? C. Cost Control (1) Do the project examples submitted
indicate effective cost control? (2) Based upon information provided
for all projects completed in the last two years, how does the A/E
estimates compare to the actual construction cost of the completed
projects? II. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE (25%): A.
Individual and Team Experience (1) To what extent has the firm been
involved in the design of renovation projects which include mechanical
and electrical type work? (2) How much experience does the key design
members of the firm and the team have in working together on the
successful performance of previous projects? (3) Based on Specific
examples shown does the firm demonstrate adequate production
facilities, capabilities and techniques including CADD. III.
ORGANIZATION (20%): A. Firm Size (1) Does the firm have sufficient
staff and technical resources at its disposal to undertake this
contract based on its present and future projected workload? B.
Structure of Project Team (1) Does the team appear to have the required
organization leadership to be responsive to the requirements of this
contract? (2) To what extent does the team have background in the
technical interface required to successfully accomplish design
Engineering Services for this contract? IV. METRIC (10%) A. Metric
Experience and Management (1) What is the experience of the principals
and key individuals in their use or knowledge of metric measurement
and specifying hard metric items, and how would they approach and
manage a typical metric project? B. Metric Work Examples and
Recommendations (1) What examples of previous work utilizing metric
measurements and specifying hard metric items has the A/E team
submitted, and what ideas does the A/E have to use hard metric products
not previously identified by GSA? This procurement is being made under
the Small Business Competitive Demonstration Program, FAR 19.10. This
procurement is open to small and large business concerns. Small and
disadvantaged firms are encouraged to respond as prime contractors or
as members of joint ventures with other small business. Specify in
block 4 on SF 254 whether the firm is (a) Small Business Concern
(including it's affiliates) having average annual sales or receipts for
the last three (3) fiscal years not in excess of 2.5 million dollars;
(b) Small Disadvantaged Business or (c) Women-Owned Business. In
accordance with Pubic Law 95-507, all interested large business will be
required to provide the maximum practicable opportunities for small
business concerns and small business concerns owned and controlled by
socially and economically disadvantaged individuals to participate as
subcontractors in the performance of the contract. As part of its
commitment to socioeconomic initiatives of the Federal Government, the
General Services Administration has established for fiscal year 1995
subcontracting goals of 37% for small business, 12% for small
disadvantaged business, and 5% for women-owned business. In support of
the agency efforts, firms seeking consideration for this contract
should provide maximum practicable subcontracting opportunities for
small, small disadvantaged, and women-owned business as part of their
original submitted teams. The use of subcontractors/consultants shown
on the submitted SF 254's will be reflected in a Small Business and
Small Disadvantaged Business Subcontracting Plan included in the
contract. Firms must also provide a brief written narrative of outreach
efforts made to utilize small, small disadvantaged, and women-owned
businesses. The narrative shall not exceed one typewritten page. An
acceptable subcontracting plan must be agreed to before contract award.
(Small businesses are not subject to this requirement.) The resulting
contract will include hourly rates for anticipated disciplines for use
in negotiating fixed price delivery orders, which are not covered by
the lookup table. For projects with an estimated construction cost of
$750,000 or less, the Government will use the fixed price amounts
provided in the Supplemental Architect-Engineer Contract Lookup Table,
for pricing delivery orders. This table will be provided to the A-E
during initial contract negotiations. It is the Government's intent to
incorporate in the contract the lookup table as a mandatory payment
provision. Each A/E will be required to provide at least two project
examples as part of their proposal to include drawings, specifications,
final cost estimates, and summary of the project scope/objectives. All

within the perimeter of the project scope/objectives. All construction

perimeter of a 8 1/2'' X 11'' or folded 17'' X 11'' Sheets. All A/E
proposals shall be in a 8 1/2'' X 11'' binder presentation format. The
A/E shall also submit a complete list of design projects completed in
the last two years (in addition to information indicated on the SF
254). The A/E shall provide for each job on the project list the
following: a) The name, address, and phone number of client contact(s).
b) Summary of estimate for project. c) Final construction cost for
project. Firms having the capabilities to perform the services
described in this announcement are invited to respond by submitting
completed and signed a SF 254 (for firm/joint venture and team
consultants) & SF 255 along with a letter of interest identifying the
project by solicitation number. In block 8 of the SF 254, specify only
current W-2 payroll (non-contract) personnel of each firm. In block 10
of the SF 255 include as the last entry the following certification ''I
hereby certify the firm (or joint venture) and consultants listed for
this project meet the geographical limitations stated in the CBD
announcement for this solicitation.'' Submission shall be made to
General Services Administration, 7th and D Streets, S.W. Bid Room No.
1701, S.W. Washington, DC 20407 by 3:30 PM local time June 12, 1995.
The following information must be on the outside of the sealed envelop

responses are subject to FAR Provisions 52.215-10. Each SF 255
submitted must contain information on any computer design capabilities.
A SF 254 is considered current if it is no more than one year old from
the month of this corresponding CBD announcement. Award of this
contract is contingent upon funding approval. Contract is procured
under the Brooks Act and FAR 36. This is not a Request for Proposal.
