C -- AQABA-EILAT AIRPORT COMPLEX AND AIR TRAFFIC CONTROL SERVICES FEASIBILITY STUDY DUE 061495 POC Carol Stillwell, USTDA, Room 309, SA-16, Washington, D.C. 20523-1602, Tel: (703) 875-4357, Fax No.: (703) 875-4009 The U.S. Trade and Development Agency (USTDA) invites the submission of proposals from U.S. firms which are qualified on the basis of experience and performance to prepare a feasibility study for the Aqaba-Eilat airport complex and air traffic services project. USTDA has offered a grant in the amount of USD 500,000 to the Ministry of Transportation, the Hashemite Kingdom of Jordan to finance the cost of the proposed feasibility study. It is expected that the TDA grant offer will be finalized by the Jordanian government within approximately two weeks. The study will concentrate on the following specific components: (1) an assessment of the existing Aqaba-Eilat airport complex, air traffic services, and air navigation and communications; (2) an analysis of new requirements for modification and rehabilitation; (3) an assessment of the requirements for the expansion of the Aqaba airport to meet anticipated large demand in tourism; (4) development of capital costs, operation and maintenance costs and related training costs; (5) preparation of an investment schedule for project implementation; (6) economic and financial analysis of the proposed project; and (7) the development of a financing scheme. A pre-feasibility report on the project was completed as part of a multi-country middle east air navigation and communications study funded by USTDA and a copy of this report is available from the IRC, USTDA, Room 309, SA-16, Washington, DC 20523-1602. The scope of work for the Aqaba-Eilat airport/ATC project, which is contained in the multi-country study, should be followed in preparing the technical proposals. Requests for the pre-feasibility report should be faxed to the IRC, USTDA (Fax: 703/875-4009). Please include your name, company name, address and telephone number. If you would like the report sent to you via courier delivery service, include the name of the courier company and your firm's account number. Telephone requests will not be honored. The contractor will be paid in U.S. dollars from a $500,000 grant to the Civil Aviation Authority provided by the U.S. Trade and Development Agency. U.S. firms are advised to submit five copies of their technical proposals to the Civil Aviation Authority of Jordan at the address provided at the beginning of this announcement. Submissions should be received in Jordan by June 14, 1995. The U.S. Trade and Development Agency does not require copies of the submission. The Civil Aviation Authority of Jordan will review the technical proposals based upon the following criteria: (1) experience in preparing airport and air traffic control feasibility studies and financing plans (20%); (2) technical expertise of the proposed consultants in airport planning, and air traffic control assessments, and implementation of sizable airport projects (30%); (3) experience in designing international airports with specific experience in joint airport use projects (20%); (4) experience in cost estimating, economic and financial analysis, and assessing public and private sector financing approaches (20%); (5) experience in developing master plans for international airports in areas anticipating surges in demand (10%). Price will not be a factor in the evaluation process. Given the urgency of the Aqaba-Eilat airport/ATC project, the Civil Aviation Authority of Jordan is expected to select the most qualified firm within two weeks after the submission of all technical proposals. Only U.S. firms and individuals may bid on this USTDA-funded activity. Interested firms, their subcontractors, and individuals (including employees of such firms and subcontractors) must qualify under TDA's nationality requirements as of the due date for the submission of proposals and, if selected to carry out the TDA-funded activity, must continue to meet such requirements throughout the duration of the study. All goods and services to be provided by the selected firm and its subcontractors must have their nationality, source and origin in the United States. The Civil Aviation Authority is not bound to pay for any costs associated with the preparation and submission of the qualifications documents and proposals. The selection of a qualified firm will be based on the selection criteria listed above. The Civil Aviation Authority reserves the right to reject any and/or all qualifications statements and proposals. The Civil Aviation Authority also reserves the right to contract with the selected firm for subsequent work related to the project.
