G -- CHILD CARE SERVICES SOL RFP #645-14-95 DUE 060295 POC Contact Point, Tina Rorison, (412)365-4454, Contracting Officer, Linda White, (412)365-5436 The Department of Veterans Affairs Medical Center, 7180 Highland Drive, Pittsburgh, PA 15206, is seeking a nonprofit agency to manage and operate a Child Care Center located in Bl. #14 at the Highland Drive facility. The area of consideration is limited to nonprofit agencies located in the State of Pennsylvania. The Department of Veterans Affairs Medical Center has approximately 1,250 employees. The normal daytime hours of operation at the Medical Center are from 5:50 AM to 5:30 PM, and the Child Care Center will not operate on legal federal holidays. Staff and program will be provided for the following ages and number of children: 0 - 1 year olds - 4; 1-2 year olds - 8; 2- 3 year olds - 9; and 3+ year olds - 10. The maximum number of children is 31. Priority enrollment is to be given to the children of Department of Veterans Affairs Medical Center employees. The Child Care Center is to be drug- and smoke-free. Any child care program offered on a VA-owned property must be fully licensed in the state and/or city in which it is offered and proof of appropriate licensure must be kept current. A ''no-cost'' lease agreement will be executed between the Department of Veterans Affairs Medical Center and the nonprofit agency selected to operate the Child Care Center. No rent will be charged for the use of the building, utilities, or overall maintenance of the building. Furniture and equipment will be provided, but will remain the sole possession of the Federal Government. The term of the lease will not exceed three years with the option to terminate lease by either party by giving 90-days written notice. No lunches will be provided on-site. However, AM and PM snacks will be provided. Public liability insurance must be maintained at $500,000 to protect the Government from third party property damage and bodily injury claims. Estimated solicitation issue date is 5/3/95. All requests for solicitation must be in writing and submitted to Linda White at the above address or faxed to (412) 365-5442. No phone requests will be accepted. A technical proposal only will be submitted in response to the solicitation. Approximate proposal due date is 6/2/95. (0117)
