X -- REQUEST FOR STATEMENTS OF INTEREST: PRIVATE COMMERCIAL REUSE OF FORGING FACILITY The Greater Oxnard (California) Economic Development Corpoation (EDC) is soliciting expressions of interest for the private commercial reuse of a forging facility, currently owned and operated by the U.S. Department of Energy (DOE), which is slated to be closed in December 1995. The Oxnard Facility, a 14-acre site with seven buildings and all relevant equipment and related personal property, is a precision forging shop, equipped to utilize the High Energy-Rate Forming (HERF) technology. The facility has been used by DOE as a source of specialty components for the DOE nuclear armaments arsenal; however, no nuclear materials have been involved at the site. The EDC, a non-profit public benefit corporation, has been designated as the local organization which will acquire the facility from DOE, and which will seek to lease and/or sell it in furtherance of the economic development objectives of the community. These objectives are, briefly: Retention of existing jobs and current employees at the facility. Retention of property and equipment on site so as to maintain local tax base. Maintenance and improvement of existing industrial facility for optimal use and future expansion of employment. Ability to take over facility operation on January 1, 1996. The EDC intends to issue a formal Request for Proposals, which will contain a complete description of the facility, its equipment and capabilities (see below), and will allow for a 60 day period of due diligence and preparation of a formal proposal to obtain control of the facility. The RFP will also contain the standards and criteria by which the proposals submitted will be evaluated and the preferred proposal selected by the EDC. The EDC will thereafter enter into negotiations with the selected company on the terms of a lease, lease/sale, or sale of the facility. A Facility Overview has been prepared to provide information for individuals, groups or private sector firms for use in evaluating their potential interest in acquiring or investing in the Oxnard facility. The Facility Overview contains narrative descriptions, drawings and photos of the following: Physical Discription of the Oxnard Facility. Capital Equipment. Manufacturing Capabilities. Details on the High Energy Rate Forming (HERF) Process (summary description below). Special Support Facilities and Capablities. Environment Issues at the Facility. Potential Markets for the Products from the Oxnard Facility. Technical Demonstration Projects Underway for New Products. Bibliography of Relevant Technical Information. The High Energy Rate Forming (HERF) process relies on a high velocity forging hammer known in the industry as a pneumatic-mechanical high velocity actuator trade-named Dynapak. The Dynapak hammer is a simple yet versatile energy source with numerous metalworking applications. The HERF process differs from conventioal forging primarily in the speed of the hammer, which for the HERF process is in the range of 50-80 ft./sec. compared to conventional forging processes which operate at a speed of 30-50 ft./sec. As a result, the HERF process substitutes increased velocity for mass in the kinetic energy equation. The primary benefit of the HERF process is the enhanced ability to control grain structure and grain flow in the forging. Other advantages include: closed cavity forging capability, improved process repeatability, reduced tooling costs, elimination of forging mismatch and draft angles, and consistency of metallurgical and mechanical properties. Statements of interest in receiving the Request for Proposals and/or the Facility Overview should be delivered to the EDC for receipt not later than June 1, 1995.
