Supply Support System: (medium to heavy vehicle classes). This Broad
agency announcement (BAA) is issued by the Defense Construction Supply
Center (DCSC) to elicit concept papers on creative and innovative
strategies to supply support of commerically available, consumable
items for commerical Military utilizing commerical distribution
networks and practices this project, known at DCSC as the ''Automotive
Initiative Supply Support System'' is focused on (1) maximizing the
use of Private sector distribution systems while reducing the need for
the Government to Stock and distribute material, and (2) implementing
Contracting techniques that permit local purchase that are more
efficient and effective than Government local purchase procedures
allow. This BAA is to focus on those spare parts for medium and heavy
vechicle classes four (4) through eight (8), defined as vehicles with
a Gross weight of 14,001 pounds and over. Requirement of the concept
paper: Concept papers should explain in detal how your organization can
assist DCSC to meet the goals menitioned above including, but not
limited to, (1) asynopsis of your organzation's history and services
provided, (2) a breakdown of work needed to implement and utilize your
strategy, (3) a COST analysis, (4) technologies utilized as well as
the equipment your organization currently has or will require (such as
Electronic Date Interchange), (5) the equipment the Government will
need to possess or acquire, (6) description network and Access to
inventories, (7) any other pertinent information evaluation of the
concept paper: Each concept paper will be assessed individually by
program rather than evaluated comparatively to other concept papers
received. Those that appear to be most strategically advantageous to
DCSC will be given priority and immediate negotiation(S) may being with
one or more contractors. Priority will be based on the following
criteria listed in order of relative importance: Importance to the
program and goals above,(2) the technical merits of implementing and
maintaining the concept described and (3) fund availability and COST
realism to implement the concept described. Concept papers received
after the administrative dead-line for this Broad Agency Announcement
will be evaluated and considered as soon as practicable thereafter,
provided that the BAA has not been rescinded. Concept papers shall be
submitted in writing to: Defense Logistics Agency, Defense Construction
Supply Center, Attn: Carl Jura DCSC-LAA, P.O. Box 16704, Columbus, Ohio
43216-5010. Facsimile concept papers will not be accepted. Award: If
after negotiations the concept(S) provided adequately demonstrates the
criteria listed above, award(S) may be made to the contractor(S) any
time after the issuance of this BAA. Agreements/contracts/orders with
contractors to test concepts may be implemented without competitive
procedures, however, follow-on agreements/contracts orders may be
subject to competitive procedures. Other information. The
administrative deadline for receipt of concept papers under this BAA is
180 days after the date of issuance in the Commerce Business Daily
(CBD) this BAA is an expression of interest only and does not commit
