The Naval Research laboratory is interested in receiving proposals for the research effort described below. The solicitation and resulting award shall be made in accordance with the Research and Development Streamlined Contracting Procedures (RDSCP) described in DFARS 235.70 and published in the October 18, 1994 edition of the Federal Register. This is the solicitation, a formal RFP will not be issued. This solicitation consists of this synopsis, any subsequent amendments, and a supplemental package which is being released concurrently with publication of this solicitation. Offerors who did not respond to the notice of contract action synopsis published on March 13, 1995 should provide, in writing, their complete address information to the Naval Research laboratory (see address above) in order to receive the supplemental package and any subsequent amendments. This solicitation includes clauses and provisions from FAR 1990 edition updated through FAC 90-20 and DFARS 1991 edition updated through DAC 91-6. With the exception of M.2(A), the standard evaluation factors found in Section M of DFARS 235.7006 apply. Section M.2(A) is revised as follows: Section M.2(ii)(A)(1), Technical Approach, and Section M.2(ii)(A)(4), Facilities, are deleted. A Cost Plus Fixed Fee Term contract is contemplated. The estimated period of performance is one (1) year with four (4) - one (1) year option periods. To be responsive to this solicitation, submit four (4) copies of your technical proposal and two (2) copies of your cost proposal to Ava McIntire in Building 222, Room 115 at the address shown above no later than JUNE 5, 1995, 4PM local time. The page limitations for technical and cost proposals are specified in DFARS 252.235-7006 (L.24). In addition, offerors are requested to provide a copy of their cost proposal on floppy disk readable by LOTUS 123, Release 2.2. The supplemental package consists of: Exhibit A, DD 1423, Contract Data Requirements List, Attachment No. 1, Statement of Work, Attachment No. 2, DD 254, Contract Security Classification Specification, and, Attachment No. 3, Requirements for On-Site Contractors.
