This requirement is for a firm, fixed price contract for the contractor to perform a Ground System Cost Model Study. The contractor shall perform research and analytical services in support of the development of a GSFC ground system cost model. This effort includes the development of a report which outlines and defines the essential GSFC ground system functions, identifies and quantifies critical cost drivers associated with each function, analyzes and summarizes costs for the essential functions for four or five current Goddard missions, and presents the costs and associated parameters in a tabular database. Additional specifications are included in the RFO. The offer due date will be established when the RFO is issued. This procurement is being conducted under the NASA/GSFC Midrange Pilot Test Program as a 100% Small business Set-Aside.
