Sought Synopsis. The following information is provided to do a Market
Survey of Industry to see if there are any potential contractors, in
addition to Boeing Aircraft, who have the skills and knowledge required
to complete this effort. The Silo-Based ICBM System Program Office
(SPO), Ogden Air Logistics Center (OO-ALC), is planning a
non-continuous engineering technical support contract for the tasks and
efforts defined for work assignments, in support of the Minuteman and
Peacekeeper weapon systems, as defined by individual delivery orders
issued and executed by the procuring contracting officer. The Air Force
is anticipating the award in Dec 95. The contractor shall provide
weapon system engineering/technical support in response to delivery
order work assignments to resolve problems encountered at operational
wings, specialized repair activity, depot, etc., and accomplish systems
and hardware studies on aerospace ground equipment (AGE), operational
support equipment (OSE), depot maintenance ground equipment (DMGE),
hardness surveillance program equipment, Strategic Missile Integration
Complex (SMIC) and aerospace vehicle equipment (AVE) for ICBM weapon
systems. Test and evaluation for survivability and vulnerability on
Minuteman/Peacekeeper and other weapon system components shall be
provided by the contractor at the Survivability Vulnerability
Integration Complex (SVIC) and other facilities as designated in the
delivery order. The contractor shall be knowledgeable and have proven
experience in all weapon system interface areas. This support shall
include configuration control, drawings, hardness, system performance
evaluation, field support, safety, interface control, developmental
engineering and engineering change proposals. Any response to this
synopsis shall describe the potential offeror's qualifications in the
following areas: (1) Non-continuous engineering technical support
experience. Describe current and past Minuteman and Peacekeeper
programs conducted by the potential offeror and their relevance to the
tasks described above. (2) Management systems. Describe the management
approach to be employed on the program. (3) Personal experience.
Describe the qualifications of the personnel projected to work on this
program. All personnel should have experience on Minuteman and
Peacekeeper and/or similar programs. To qualify, offerors must
substantiate that they have the necessary knowledge and understanding
to accomplish the types of tasks described above, appropriate
management and engineering experience on similar programs to meet
program objectives without significant technical, schedule or cost
risk. Minimum security requirements for this effort are TOP SECRET.
Foreign participation is not authorized for this effort. Potential
offerors are requested to submit two (2) copies of an unclassified
response (limited to 30 pages) within 10 days after publication of this

normally be considered solely for the purpose of determining whether to
conduct a competitive procurement. It is suggested that small business
