Ferguson (301) 227-4244 The Defense Mapping Agency intends to purchase, on a sole source basis, the rights to access and use the imagery downlink from the Landsat 5 satellite and associated services from the Earth Observation Satellite Company (EOSAT), USA to support the development phase of the Eagle Vision system. The Eagle Vision system is a deployable ground station for processing imagery received directly from commercial satellite platforms. The system will output multispectral and panchromatic imagery with broad-area coverage and other special products (e.g.: ARC Digital Raster Imagery (ADRI) to support aviation mission planners, topographic units and intelligence analysts. The contractor shall provide access to the video downlink from the Landsat 5 satellite, receive and process satellite collection requests, and transmit ephemeris and other data needed for processing the video into standard products by the Eagle Vision System. The contractor shall provide programming services and all other services normally provided to Landsat ground stations, which receive and process Landsat data, to the Eagle Vision system. The contractor shall provide the services outlined above within the whole reception range of the Eagle Vision system receiving footprint. The services outlined above shall be provided from the Landsat satellite and/or the IRS-1B and IRS-P2 satellites. Options include satellite imagery backup data, archival imagery requests, and training. The period of performance for this effort is anticipated to be from 1 July 1995 to 30 September 1996 with the potential for one (1) optional year. Funding for this effort has not been firmly established; therefore, this requirement may be withdrawn. Requesters are asked to specify their business size and SIC code(s) under which they operate.
