536-4590. The work includes furnishing all labor, tools, equipment and
materials for the following: (a) Construct new parking lot at Station
entrance with lighting, concrete walkways, curbs, and landscaping; (b)
Relocated concrete block guard house at Station entrance and provide
water and electric service to the building at its new location; (c)
Demolish and remove areas of existing asphaltic concrete pavement and
construct new asphaltic concrete pavement in its place with new
striping; (d) Sealcoat and restripe existing asphaltic concrete
entrance road and parking areas that will not be repaved and (e)
install 7-foot high chain link security fence at USCG Station St.
Petersburg, Florida. Estimated range is between $100,000.00 and
$250,000.00. Bid guarantee, payment and performance bonds are required.
This solicitation will be issued pursuant to the Small Business
Competitiveness Demonstration Program and is open to large and small
business participation. All responsible sources may submit a bid, which
will be considered by this agency. No telephone requests; only written
requests received directly from the requester will be accepted.
Concerns who previously requested this project under the
presolicitation notice (03/02) need not request again. For Mintority,

Transportation (DOT) Office of Small and Disadvantaged Business
Utilization (OSDBU), has programs to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital and bonding assistance for transportation-related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program (STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
