The Naval Air Warfare Center Weapons Division (NAWCWPNS) China Lake, CA intends to procure enhanced Rocket Motors for the Advanced Medium Range Air-to-Air Missile (AMRAAM) Program using procedures for other than full and open competition. Negotiations will be conducted with the two current qualified manufacturers of the AMRAAM rocket motor, Alliant Technology and Aerojet. This requirement is for a five inch extension to the rocket motor combustion chamber. In order to provide the required extension enhancement with the least risk to cost and schedule, it is essential that the contractor's performing the effort possess technical knowledge and familiarity with the AIM-120C baseline motor. Aerojet and Alliant Technology have this expertise as the designers, developers, and sole qualified manufacturers of the AMRAAM Rocket Motor. NAWCWPNS intends to negotiate and award contracts to both qualified suppliers. The baseline AMRAAM production design will be used including the existing propellant, insulator and/or liner. The rocket motor combustion chamber will have a five inch increase in length with a corresponding five inch decrease in the blast tube length. The contractor(s) shall fabricate inert units for system testing and live units for development, Pre Flight Rating Test (PFRT), qualification, insensitive munitions (IM), and flight testing. Because this enhancement involves a modification to a qualified design, the level of PFRT, qualification, and IM testuing will be less than a complete new motor design qualification.
