United States Special Operations Command (USSOCOM) intends to negotiate
a sole-source contract for a small, lightweight, rugged,
quick-deploying, directional, high gain satellite antenna. The improved
lightweight satellite antenna (ILSA) will be used by special operations
forces when communicating with current inventory manpack UHF satellite
communications terminals such as the AN/PSC-3, LST-5C, AN/PSC-7 and
AN/PRC-117D, as well as, the enhanced manpack UHF terminal, AN/PSC-5,
once fielded. The desired characteristics and capabilities include:
225.0 to 399.9 MHz frequency range, 5 and 25 KHz bandwidth operation,
12 dB gain - objective (9.5 dB gain - threshold), 2 pounds maximum
weight (less carrying case) - objective (3 pounds maximum weight (less
carrying case) - threshold), 100 cubic inches or less total volume,
and no single component longer than 8 inches. Based on a preliminary
market investigation and government conducted technical, enviornmental
and destructive testing on candidate systems, the only readily
available source to meet the ILSA requirement is the Trivec-Avant AV
2055-3. The government may procure approximately 1300 ILSA systems to
include necessary connectors/adapters and 3 and 6 foot length RF
