The Communications Electronics Command (CECOM) has been aggressively pursuing avenues to re-engineer many of its acquisition processes to become more efficient and effective. One area we are looking to exploit, is in the world of Electronic Commerce; specifically, Electronic Data Interchange (EDI). Entry into this venue will require our trading partners to also be EDI compliant to remain competitive. 2. The purpose of this Direct Vendor Delivery /Just-In-Time/Electronic Data Interchange Statement of Work is to solicit industry's interest and comments relative to entering into an agreement between the contractor/vendor and CECOM to direct deliver to our customers on demand, employing the just-in-time inventory concept, through the EDI. The objective of this effort is to demonstrate a supplier/customer system that utilizes the latest technologies to generate goods and to provide them in the most efficient and cost effective manner. This concept may require stockage of war reserve stocks in accordance with the terms and conditions of the contract. The Government in concert with its trading partner should place emphasis on, but not limited to, achieving the following objectives: a. Reduce government inventory storage and handling costs. b. Improve supply responsiveness to the customer. c. Decrease the level of Government investment to stock equipment/materiel and provide improved availability to our customers. d. Increase the level of participation by commercial partners. e. Improve audit trail and problem resolution. f. Improve cash flow and payment process. The contractor shall furnish the necessary personnel, supplies and equipment dedicated to the development and implementation of this program. 3. The contractor shall execute a Trading Partner Agreement (TPA) with CECOM which will be incorporated in the contract by reference and made a part thereof. The TPA shall govern the implementation of an Electronic Data Interchange and shall be considered binding on all parties. The contractor shall bear his own costs for implementation of the TPA. 4. The government plans to offer services to qualified contractors to assist in implementing EDI. This assistance will consist of core functions i.e. outreach, education, training, consultation, and technical support. The Government intends to make arrangements for site and/or remote reviews of potential suppliers to ascertain specific current EDI capabilities and to develop any additional requirements and implementation plans which might be required for the supplier to become EDI proficient. It is incumbent upon the contractor to schedule future site and/or remote reviews based on availability of the government resources. 5. We are soliciting your interest and comments in entering into a contractual relationship in this arena.
