70 -- NETWORK AUTHENTICATION SERVER SOFTWARE POC Sandra Febach (301) 975-6326 C.O Ruth Maris The National Institute of Standards and Technology (NIST) intends to purchase, on a sole source basis from Enigma Logic, Inc., a network authentication server package (SafeWord AS) which will become part of an Internet firewall for the NIST Scientific Computing Facility, currently comprising a Cray Y-MP, Convex C3820, IBM SP2, and IBM RISC cluster. The NIST Internet firewall is based on the Trusted Information Systems (TIS) Firewall Toolkit. The authentication server is supported by the TIS Firewall Toolkit and will support both hardware and software password generators (i.e., tokens) operating in asynchronous, semi-synchronous, and synchronous modes; at a minimum the Safeword Multisync card and Safeword SofToken software from Enigma Logic, and both hardware and software versions of SecureNet Key from Digital Pathways. It shall also provide a secure database (encrypted using DES algorithm), an applications programming interface to accommodate custom protocols, and support for 1,000 users with the capability of expanding to 5,000. The authentication server will run on a Sun system under SunOS, and may be mirrored on 1 to 3 other Sun systems running SunOs or Solaris. This notice of intent is not a request for competitive proposals. NIST intends to solicit one source under authority of FAR 6.302-1. Only written proposals received within 45 days after date of publication of this synopsis shall be considered. All responsible sources may submit an offer, which will be considered by the agency. Responses received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall contain sufficient documentation to establish a bonafide capability to fulfill the Agency's requirements. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Contracting Officer. See Note 22. (0121)
