synopsized in the CBD on 07APR95. Contract award will be made in
accordance with DFARS Subpart 235.70, Research and Development
Streamlined Contracting Procedures. Also, see the Federal Register of
18 October 1994 for information regarding the streamlined process. A
FORMAL WRITTEN REQUEST FOR PROPOSAL (RFP) WILL NOT BE ISSUED. (This
solicitation DOES include a supplemental package which will be sent to
offerors who provide written address information to the contract
negotiator, Neil Gross, FAX (703) 325-9295.) Note: if your company has
provided address information in response to the synopsis, a second
submission is NOT necessary. All of the mandatory terms, clauses, and
provisions in DFARS 235.7006, Research and Development Streamlined
Contracting Format, and the following optional items are incorporated

Evaluation factors will be included in the supplemental package. (The
Contract Data Requirements List (DD1423) will be provided in the
Supplemental Package. The deliverable data items include quarterly
progress reports and cost performance reports, draft final report
(Month 31), and final report (Month 34)) A cost plus fixed fee contract
is contemplated. Period of performance is estimated to be thirty-four
(34) months including the final report. This procurement is a small
business set-aside. See Note 1. Technical and Cost proposals are due at
DNA/AM2, Attn: Neil Gross, no later than 1600 hours local time, on
01JUN95. Three copies and one original of the technical and cost
proposals must be provided. The technical proposal is limited to 100
pages, the cost proposal to 50 pages. Multiple awards are not

personnel will require DoD security clearance of SECRET. (The DD254,
Contract Security Classification Specification, will be included in the
supplemental package.) A Summary of the Statement of Work (SOW) is as
follows: 1.0 SCOPE- Under this contract, the awardee will design,
develop and deliver version 3.0 of the Munitions Effects Assessment
(MEA) weaponeering tool. MEA 3.0 will extend the capability of the MEA
2.0 software to accomplish the following: a) The MEA will aid in
development of force application recommendations against high value C3,
storage and weapons of mass destruction (WMD) and/or nuclear,
biological and chemical (NBC) related facilities. In addition to the
force application recommendation the MEA will provide calculated
estimates of target generated collateral effects based on a
characterization of WMD and/or NBC materials inside a facility and
current weather predictions. MEA 3.0 will be able to treat uncertain
target and WMD and/or NBC material/location/functional characteristics
and provide confidence bounds on the weaponeering solution as well as
the collateral effects hazard prediction. The MEA will aid in the
evaluation of the effectiveness of conventional and evolving
unconventional weapons strikes on the facilities above. Battle damage
assessment (BDA) will be facilitated with the MEA 3.0 through the use
of an on-line multi-media BDA signature library and step-by-step
assessment tool. The BDA decision support tool will allow the user to
perform a quantitative assessment of the strike with the latest
post-attack lethality and collateral effects data. The tool will assist
the user in the analysis of visual signatures, provide a capability to
merge sensor data and provide an integrated post-attack lethality and
hazard prediction assessment. (END SOW) (Note that the entire SOW will
