In addition to the force application recommendation the MEA will provide calculated estimates of target generated collateral effects based on a characterization of WMD and/or NBC materials inside a facility and current weather predictions. MEA 3.0 will be able to treat uncertain target and WMD and/or NBC material/location/functional characteristics and provide confidence bounds on the weaponeering solution as well as the collateral effects hazard prediction. The MEA will aid in the evaluation of the effectiveness of conventional and evolving unconventional weapons strikes on the facilities above. Battle damage assessment (BDA) will be facilitated with the MEA 3.0 through the use of an on-line multi-media BDA signature library and step-by-step assessment tool. The BDA decision support tool will allow the user to perform a quantitative assessment of the strike with the latest post-attack lethality and collateral effects data.
