The deliverable data items include monthly progress and cost reports, draft final report (Month 27), and final report (Month 30). A cost plus fixed fee contract is contemplated. Period of performance is estimated to be 30 months including the final report. Technical and Cost proposals are due at DNA/AM2, Attn: Neil Gross, no later than 1600 hours local time, on 01JUN95. Three copies and one original of the technical and cost proposals must be provided. The technical proposal is limited to 100 pages, the cost proposal to 50 pages. A Summary of the Statement of Work (SOW) is as follows: 1.0 SCOPE- The chem/bio target dominant source model effort supports the Collateral Effects (CE) program and the Hazards Assessment and Prediction Capability (HPAC). The emphasis is on extending the capabilities of the SBJP source computer model and in validating the model with CE program test data. 1.2 OBJECTIVES- The program objective is to extend the capabilities of SBJP to model the plume production and growth for semi-confined and unconfined explosions in nuclear, biological and chemical facilities. The specific objectives are: (-) To model the production of plumes form semi-confined and unconfined explosions in dry biological weapon facilities, (-) To model cross wind effects on the plumes from semi-confined and unconfined detonations, (-) To model chemical plumes from confined, semi-confined and unconfined explosions in chemical weapon facilities, (-) To perform hydrodynamic calculations to support experiments and model development, (-) To provide theoretical support for chem/bio source experiments, (-) (Optional) To model expulsion from nuclear facilities, and (-) (Optional) To animate the computer modeled plume to a point 10km from the source.
