845233, (215) 441-1361 Contracting Officer TODD DOUCETT This BAA is to
solicit technical/cost proposals for signal processing and hardware
technologies that are applicable to Airborne Early Warning (AEW) and
tactical radar systems. This announcement will be open for 12 months,
and proposals will be accepted anytime during this period. However, it
is preferred that proposals be submitted before 30 September 1995.
Responses are required to be submitted in accordance with the
guidelines set forth herein. The selection of one or more sources for
contract award will be based on a scientific and engineering evaluation
of your response (technical and cost as it relates to technical effort)
to determine the merit of the technical approach used to respond to
this announcement. New, innovative and creative approaches to the
technical problems presented herein that significantly advance system
performance are sought. Primary interest areas are AEW radar operating
at UHF through L bands, and S-band, and tactical radar operating at C,
X and Ku bands. Examples of the technologies include, but are not
limited to, phased array antenna concepts, high power broadband T/R
modules and associated subassembly/device technologies, direct digital
synthesis exciter concepts, massively parallel processing
architectures for multi-channel space-time adaptive processing (STAP),
and advanced signal processing concepts for multi-mode sensor
operation. Proposed technologies should be fully addressed as part of
an overall system concept and include platform considerations as
applicable. The proposed effort can include research and/or development
of relevant processing concepts and/or enabling technologies. Risk,
potential payoffs, and time frame for proof-of-concept demonstration
should also be included. Proposals submitted may be evaluated as they
are received or they may be collected and reviewed periodically by
in-house scientists, a Government team or by a group of scientific
peers. Award decisions will be based on competitive evaluation using
the following criteria: 1) Potential contributions of the effort to DOD
priorities in radar related technologies; 2) Overall scientific and
technical merits of the proposal; 3) The offerer's capabilities,
related experience, and facilities; 4) Proposed cost, adjusted for cost
realism. Proposals submitted should consist of a clear statement of the
objectives, a technical section which should include, but not
necessarily limited to, expected contribution of the hardware/research
to the DOD radar Mission, analysis that supports feasibility,
background experience, concepts ideas, methodology, a statement of work
and milestones. A biographical section describing key individuals, and
a cost section. Details of any cost sharing to be undertaken by the
offerer should be included in the proposal. Technical proposals should
be limited to 50 pages. The cost of preparation or the response to
this BAA will not be considered an allowable direct charge to the
resulting contract or any other contract. The RF Sensors Division of

Offerers may at any time contact these individuals for clarification
of technical/contractual issues and cost response format. Offerers are
cautioned that only Contracting Officers are legally authorized to
commit the Government. For planning purposes, the period of performance
is estimated to be one to three years at a Level of Effort of
approximately 1-4 man years per year. Contract type is anticipated to
be Cost-Plus Fixed-Fee Completion. Exterior markings on response shall
