Western Area Power Administration (Western) intends to solicit and negotiate with only one source, ASEA-Brown Boveri, Inc. (ABB), under the authority of FAR 6.302-1, for maintenance and technical support services for the Fargo Static VAR system and associated facilities located in Fargo, ND and power circuit breakers at Western's Bismarck, Belfield, Fargo, Grandforks, Jamestown, and Morris substations. The required services may include the following: 1) in-depth study of misoperation of control or substation equipment or failure of such control and/or equipment to determine the cause(s) of problems and develop solutions; 2) provide new technology upgrades to the system as they become available; 3) technical consultation services; and 4) repair or replacement and testing of failed or outdated equipment, controls, hardware and software. The Static VAR system involves complicated, patented equipment and control schemes (both hardware and software) and is an existing system purchased by Western Area Power Administration. Anticipated contract award will be for a 3-year base period with two 1-year options. All responsible sources may respond to the synopsis and all such responses will be fully considered. No solicitation document is available at this time; therefore, all proposals submitted must contain sufficient technical data to demonstrate the respondent's capability to meet the requirements.
