The Defense Information Technology Contracting Office (DITCO) intends to award to RISC Management, Inc. for the Hummingbird software maintenance and additional seats to the existing Hummingbird license for the Federal Aviation Administration (FAA). Since RISC Management supplied the original software from Hummingbird to the FAA, they are the only company allowed to by Hummingbird to provide updates. RISC Mangement currently holds the Department Of Transportation (DOT)/FAA license# 30277, supporting seventy seats. RISC Management was previously used to purchase this equipment because they are the authorized distributor for the eastern United States. They can provide the agency with the required software within the required time constraint and already provide upgrades to the current software through the existing maintenance agreement.
