904-882-4418. The Air Force Development Test Center (AFDTC) intends to
solicit and negotiate with only one source, Litton Amecom, 5115
Calvert Rd., College Park MD 20740, (301) 454-9475. In accordance with
FAR 6.302-1, Litton Amecom is the only known source that can meet the
government's minimum essential requirements for an upgrade of the
Litton Amecom ICSS 3080 system at Eglin AFB Control tower to match the
Litton Amecom 3080 ICSS system currently fielded at seven FAA sites.
The primary change in this upgrade is the use of a Multiplexer Circuit
Card Assembly (CCA) versus the Multiplexer box currently in use. The
contractor shall upgrade backplane connectors to provide the use of
three-level Input/Output pins to provide additional safety measures in
order to be able to hot plug circuit cards. The contractor shall
perform necessary changes to the backplanes and cabling of the Trunk
Control and the Position Control Units so they will interface and work
with the new Multiplexer CCA and multilevel Input/Output pins. The new
Multiplexer shall be physically located in the Trunk Control Unit and
shall supply output to the Trunk and Position Control Units for
reconfiguration purposes. All current circuit cards used at Eglin shall
be totally compatible with any changes, upgrades, modifications, or
rewiring. The contractor shall provide Erasable Programmable Read Only
Memory (EPROMs) and spare EPROMs programmed to work with modified
configuration. To insure minimum downtime, work shall be accomplished
around normal flying hours, and the system shall be operational for
each flying day. All work shall be accomplished in accordance with all
Air Force, AFOSH, FAA, and FCC standards. All parts and labor shall be
warranteed for a minimum of one year. The contractor shall provide
in-depth training and wiring diagrams to Air Force personnel concerning
modification. Period of performance is 60 days from time of award.

submit an offer which will be considered by the agency. Firms are also
requested to submit information regarding their capabilities (i.e.,
literature, catalogs, brochures, etc.) to furnish services that comply
with the requirement of the government. (No contract award will be
made on the basis of bids/proposals received in response to this
synopsis.) Firms responding to this solicitation should reference
F08651-95-R-0252 and indicate whether they are or are not a small or
small disadvantaged business concern as defined in FAR 52.219-1 and
52.219-2 and whether they are a manufacturer or dealer/distributor. The
Air Force reserves the right to consider a small business set-aside
