DLA PROJECTS, NAS, CORPUS CHRISTI, TX SOL N62467-95-R-7514. DUE

Contracts (512)939-2158. Projects assigned to this contract will be
located in Corpus Christi, Texas. Work will be performed on projects
from the Defense Logistics Agency (DLA). Work includes preparation of
plans, specifications, and construction cost estimates and associated
engineering for architectural projects. The firm must demonstrate
qualifications to perform design of repair, rehabilitation, and
construction projects for administration buildings, and industrial type
facilities such as hangars, warehouses, and maintenance buildings.
Designs could involve exterior and interior repairs/replacement
including, but not limited to, roofs, windows, siding, doors, stairs,
ramps, floors, walls, finishes, fixtures, various minor building
repairs and deficiencies. The contract scope may also require
repair/replacement of HVAC, plumbing, and electrical systems and
identification/abatement of asbestos an/or lead materials. Fees will
not exceed $199,000.00. At this time there is no basic project assigned
to this contract. Firms responding to this announcement before the
closing date will be considered for selection; subject to any
limitations indicated with respect to size and reqirements listed.
Following an initial evaluation of the qualification and performance
data submitted, firms considered to be the most highly qualified to
provide the type of services required, will be chosen for interviews.
Selection of firms for negotiation shall be through an order for
preference based on demonstrated competence and qualifications
necessary for the satisfactory performance of the type of professional
services required, that include: (1) Professional Capabilities:
Specialized experience and technical competence. Evaluation will be
made in terms of; (a) Design team (including consultants) experience in
the design of architectural projects of a type and size commensurate
with those anticipated for this contract, (b) Design team's members
active professional registration, (c) Designated role of each team
member in the relevant projects listed in Block 8 of the SF 255, (d)
Recent firm experience in the design of architectural projects
commensurate with those anticipated to be completed on this contract,
and (e) Specific back-up personnel (architectural and consultants, and
their qualifications involving relevant architectural design services.
(2) Capacity to accomplish the work in the required time. (3) Past
performance on contracts with respect to cost control, quality of work,
and compliance with performance schedules. Cost estimating ability will
be demonstrated by comparison of architectural cost estimates with the
low bid on similar size and type projects anticipated for this
contract. (4) Quality Control Program, including performance of quality
control on prior Department of Defense contracts. Submit and adequate
summary of the program ensuring technical accuracy and discipline
coordination of plans, specifications, and reports/studies. (5) Extent
to which potential contractors identify and commit to small business
and to small disadvantaged business, historically black college and
university, or minority institution performance of the contract,
whether as a joint venture, teaming arrangement, or subcontractor. This
is in addition to the requirement for a subcontracting plan to be
submitted from each large business firm selected for award. (6) In
addition to the above, special qualifications in the Department of
Defense include the volume of work previously awarded to the firm by
the Department of Defense, and geographical location and knowledge of
the locality of the project, with the object of effecting an equitable
distribution of Department of Defense, architect-engineer contracts
among qualified architect-engineer firms including small and small
disadvantaged business firms that have not had prior Department of
Defense contracts. Architect-Engineer firms which meet the requirements
described in this announcement are invited to: 1. Submit a Standard
Form 254, Architect-Engineer and Related Services Questionnaire. Firms
having filed a current Standard Form 254 (within one year) on file
with the procurement shown are not required to register this form.
However, those firms with 254's on file shall express their interest in
being considered for a particular job in writing and shall also state
that a current Standard Form 254 is on file for their firm. 2. Submit
a Standard 255, Architect-Engineer and Related Services Questionnaire
for Specific Project. 3. Submit any requested supplemental data to
procurement office shown, Attn: Code 18CCK. Contract will be for 12
months, with an additional 12 months option requiring the basic
architectural requirements. Minimum guarantee is 5% of estimated
maximum contract value for each year. Interested firms are requested to
include telefax numbers on their SF-255 in block 3a and Contractor
Establishment Code (formerly the DUNS number) commercial and Government
Entity (CAGE) Codes, if known, and Taxpayer Identification Number (TIN)
in block 3. The DUNS, CAGE and TIN are discussed in the DOD FAR
Supplement, Part 204 Subpart 204.671-5. Label lower right corner of
