The Air Force Aeronautical Systems Center plans to contract sole source with The Analytic Sciences Corporation and Tecolote Research Inc. individually to extend vital on-going Specialized Comptroller Functional Support contracts at Wright-Patterson Air Force Base, OH from 7 Jun 95 until 31 Dec 95. The two contracts will only be used to fulfill needs during the extension period in the event new contracts are not awarded or otherwise not available. The ordering period will be from 7 Jun 95 until award of two follow-on, competitive, small business set-aside contracts, but not later than 30 Sept 95. This is not a request for proposal. This specialized effort includes performance of cost and schedule research, Independent Cost Studies, Independent Cost Analyses, Independent Schedule Analyses, and Life Cycle Cost Studies, accomplishment of cost estimates in support of source selections and program office baselining exercises for the development, planning, implementation, validation and surveillance reviews of defense contractors' cost/schedule control systems. It also includes development of procedures and methodology for effective utilization of resources, e.g., financial exercises, forecasting, and reporting, program control and integration, and the development or refinement of improved cost and schedule estimating methods, models, and data bases. The follow-on to this requirement will be two five-year contracts, both of which are to be Small-Business set-asides. Proposals for these follow-on contracts have been received and source selection procedures are underway, with contract award currently anticipated on or near 1 Jun 95. As previously stated, extension of these two contracts is only to insure continued coverage of these services in the event the new contracts are not awarded or they are otherwise not available. Numbered Note 22 applies. As noted above, ASC intends to award contract modifications to The Analytic Sciences Corporation and Tecolote Research Inc. pursuant to FAR 6.302-1(a)(2)(iii). This is based on ASC's findings that no other source has demonstrated a realistic capability to provide the required services by 7 Jun 95 in the event new contracts from the current source selection are not awarded/available. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to us of the Ombudsman.
