The proposed procurement is to provide assistance to the Office of Juvenile Justice and Delinquency Prevention (OJJDP) in conducting independent program evaluations of OJJDP juvenile delinquency programs assisted under the Juvenile Justice and Delinquency Prevention Act of 1974, as amended. The contractor shall provide all the necessary personnel, facilities, equipment, materials, and services necessary to make objective assessments of the efficacy, cost effectiveness, and impact of the OJJDP programs implemented through discretionary grants, interagency agreements, contracts, or formula grants. The requirements include but are not limited to the following tasks: (i) assess evaluation needs, (ii) design evaluations, (iii) provide technical assistance to other evaluators, (iv) conduct short-term evaluations, (v) conduct large-scale evaluations, (vi) continue evaluations in progress, and (vii) make presentations on specific evaluations and provide training on the uses and techniques of evaluations. The proposed procurement will be a thirty-six month effort, incrementally funded beginning on or about October 1, 1995. It is anticipated that the resulting contract will be a cost-plus-fixed-fee level of effort type. Proposal evaluation criteria will emphasize the technical approach.
