(WSRC), management and operating contractor for the U.S. Department of
Energy (DOE) at the Savannah River Site (SRS) near Aiken, South
Carolina, is seeking Expressions of Interest from private sector food
service opertors/franchises interested in the private investment and
operation of food service operations to employees and contractors
within the B-Area of SRS. The current population of approximately 800
people in this area is expected to increase to 2,400 people by January
1996. Approximately 85% of this population will occupy four
administrative buildings located within a five to seven minute walk of
the current employee cafeteria which is not equipped to meet the
anticipated food service needs of the area. Food service operations in
the B-area are expected to consist primarily of lunch time services
with limited potential for breakfast services. Most employees will be
on a day shift schedule Monday through Friday with a 30 minute lunch
period. WSRC desires an approach where the contractor constructs a
turnkey facility on Government provided (leased/permitted) land with
Government furnished utilities available. WSRC will accept Expressions
of Interest which identify other investment concepts which would
include but are not limited to portable/mobile systems, contractor
use/modification of existing facilities, or contractor-Government
shared capital investment, etc. Interested parties are requested to
describe their Expression of Interest in the following format: (a) the
offeror's general concept and methodology of food service operations;
(b) the extent of the offeror's investment (i.e., dollars, equipment);
(c) the extent of DOE's participation (i.e., land, utility service);
(d) the proposed length of the contractual agreement (number of years);
(e) identify any general exceptions of normal DOE and Federal
Government rules and regulations; and (f) the offeror's past experience
in food service operations. Expressions of Interest should not exceed
ten (10) pages in length. Those Expressions of Interest deemed
acceptable to WSRC and DOE will be offered the opportunity to visit SRS
and to submit a comprehensive proposal for formal evaluation and
consideration for contract award. In furtherance of DOE/WSRC's mission
to support economic development, proposals providing for use of local
food service establishments or other local businesses will receive
additional consideration in the proposal evaluation. No other
announcement of this opportunity will be made. Expressions of Interest
