installation of a prime power plant and associated fuel storage to
provide electric power to FAA Air Traffic Control facilities located on
Biorka Island, Alaska. Included in the project are improvements to the
road system and marine docking facility to facilitate access for
construction of the NEXRAD facility. The mag- nitude of construction is
between $1M and $5M. The estimated performance period is 243 calendar
days. The anticipated Notice to Proceed is August 1, 1995. Sol
DTFA04-95-B-10009 will be issued o/a May 22, 1995 and bid opening o/a
June 21, 1995 at 1:00 PM local time, Anchorage, AK. This acquisition is
being solicited in coompliance with P.L. 100-656, ''The Small Business
Competitiveness Demonstration Program, Title VII of the Business
Opportunity Development Reform Act of 1988''. This solicitation is open
to both large and small business concerns. The agency will con- sider
all responsible sources submitting a bid. Facsimile bids will not be
authorized. A Bid Guarantee of 20 percent of the bid price required to
be submitted with bids. Performance Bond amount shall be 100 percent
of the original contract price. Payment Bond amount shall be 40 percent
of the contract price. The agency will not accept facsimile requests
for the solicitation. There is a non-refundable charge of $75.00 for

Enterprises: The DOT Office of Small and Disadvantaged Business
Utilization has pro- grams to assist minority, women-owned and
disadvantaged business enter- prises to acquire short-term working
capital and bonding assistance for transportation related contracts.
This is applicable to any eligible prime or subcontract at any tier.
The DOT Bonding Assistance Program enables firms to apply for bid,
payment, and performance bonds up to $1.0 million per contract. The DOT
provides an 80 percent guaranty on the bond amount to a surety against
losses. Loans are also available under the DOT Short Term Lending
Program at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For futher
