POC: Contracting Officer, Yvonne Flores, 312/886-6920. Design Build
contract to provide design and construction for the improvement and
modernization of twenty four (24) passenger, one (1) service, and two
(2) freight elevators in the A.J. Celebrezze Federal Building in
Cleveland, Ohio. The improvement and modernization of the elevators is
to include the replacement of the existing elevator controls with new
microprocessor controls with solid state drives, a programmable
control operating system, new door operators, directional voice
annunciation, landing hardware, full UFAS and/or ADA compliance, and
integration of elevator equipment and controls with existing fire,
security, sprinkler systems, and new emergency power source for Fire
Department's usage. Work shall also include improvements to and
correction of all problems with two (2) existing escalators. All
elevator motors and equipment will be repaired and/or replaced. All
elevator cab interiors will be upgraded, including new ceiling, wall
panels, and controls. The contractor will be responsible for creating
all drawings, specifications, and calculations required to improve and
modernize the elevators. The contractor will be responsible for the
construction of the entire project and for monitoring inspections and
tests performed on the elevators during and immediately after
construction. As an option to the Government, the contractor may be
responsible for maintaining the elevator for a period up to three
years. The offer will consists of a technical and price proposal. A
Single-Phase evaluation process will be used. Offeror selection will be
made based upon the following Evaluation Criteria which are in
descending order of importance: Quality Control Plan, design concepts;
past performance; and, Key Personnel Qualifications. Final selection
will be to the responsible offeror whose proposal is most advantageous
to the Government, considering both technical factors and price. Price
is equal to the combined weight of technical factors. The total
Estimated cost for the work covered by this solicitation is between $4
million and $12 million. The completion time for this project is Eight
hundreds (800) calendar days. This solicitation is not set aside for
small business. Therefore, responses from both small and large business
concerns will be considered. The successful offeror's award, if not a
small business concern, may be contingent upon submission and approval
of an acceptable subcontracting plan. Closing date and time of
submittal of offers is June 21, 1995. Offers will be opened privately.
