SOLICITATION NOTICE. This project is UNRESTRICTED. The Standard
Industrial Classification (SIC) Code for this project is 1542, General
Contractors, - Nonresidential, Other than Industrial Buildings and
Warehouses. The size standard is $17 million. It is the Agency's
intention to procure services to renovate and alter Buildings 2076,
Brekinridge and Building 2048, Dunlap Halls, which primarily house the
Command and Staff College. The work includes demolition - including
removal and disposal of hazardous materials, site work, foundations,
concrete work, masonry, miscellaneous steel, carpentry, thermal and
furnishings, conveying systems, mechanical work, electrical work and
incidental related work. The work will be phased so that the contractor
will mobilize to accomplish some of the exterior work between
approximately July 1995 and January 1996. Interior work will not
commence until 15 January 1995. THIS IS A NEGOTIATED PROCUREMENT with
evaluation factors to include: Schedule Management and Control;
Corporate Management; Relevant Experience; Past Performance; and
Project Management Plan. Requests for plans and specifications must be
submitted in writing. Requests may be mailed to the above address by
indicating ''Plans Room, first floor'' or request may be sent via
facsimile by using fax # (202) 433-0939. Contractors within the local
area are encouraged to pick-up a copy of the solicitation at Building
212, first floor of the Washington Navy Yard. The hours of operation of
the plans room are 7:30 to 3:00 Monday through Friday. There will be no
charge for these documents, however, there will only be one set issued
per contractor. Requests for plans/specs and bidders lists should be
made separately to avoid confusion at the plans office. This also
applies to requests for numerous solicitations. Please note that the
plans/specs will be issued on a ''first-come, first-serve'' basis. The
date for issuance of plans and specifiations is 11 May 1995. The date
for receipt of proposals is 13 June 1995. This is a source selection
negotiated procurement and there will be no public opening, no
information will be disclosed until after award. The estimated cost
