Swizewski, (215)897-5447 The Fleet and Industrial Supply Center (FISC) Norfolk, Det. Philadelphia, intends to procure one (1) MODULAR BALLISTIC COMBAT HOUSE for the Naval Special Warfare Group Two (NAVSPECWARGRU2), located at Norfolk, VA. The Government intends to solicit on an other than full and open competitive basis pursuant to FAR 6.302-1, ''Only One Responsible Source,'' with Action Target, Inc. of Provo, Utah since they are the only manufacturer that can produce and supply the necessary components to ensure safe operations and satisfy the Governments construction requirements. The modular ballistic combat house shall, as a minimum, consist of a series of modular, vertical panels connected at the edges so as to form a continuous wall. Panels shall be 48'' wide by 96'' tall. A variety of styles of joint strips shall be available to from joints in a straight line, around a corner, in a ''T'' shape, or to terminate a wall end. Panels shall interconnect one to another in a modular fashion so that they may be taken apart again, replaced, or moved as necessary. In no case shall interconnections require welding, punching, drilling, or other fabrication of the panels. All joints shall provide overlapping surfaces so there is no potential for small cracks where bullets or bullet fragments might escape. All joints shall be capable of containing high power rifle rounds such as .223 and .308 caliber. Joints shall be used to interconnect panels which cover a 48''x 96'' standard area. However, custom panels shall be available for other sized areas as necessary. Panels shall be available in a variety of different grades for containment of a variety of rounds. Pistol grade containment panels shall be 10ga. A36 steel plate which can contain occasional standard pistol rounds (9mm, 10mm. .38, .40, .45, etc) with moderate deformation. Pistol grade trap panels shall be 1/4'' armor plate with a Brinell rating of at least 400 and shall deflect all pistol rounds without deformation and shall deflect high power rifle rounds (.223, .308, etc.) when fired at an angle exceeding 45 degrees. Rifle grade containment panels shall contain high power rifle rounds (.223, .308, etc.) at perpendicular angels. High power rounds will be deflected without deformation if fired at angles over 45 degrees or at distances greater than 100 yards. Panel interconnection system shall provide a wood facade system which includes a 2 x 4 nailer strip at each baffle joint which is through-bolted to the joint strip at least every 24''. Also included shall be a 1/2'' plywood panel which covers the 32 square foot baffle area and connects along the edges to the 2 x 4 nailer strip. Rounds fired into the baffles shall not reflect splatter back toward the shooter. All lead fragments shall either be contained by the baffle or shall be expelled at the base of the panel. Modular panels shall be interconnected such that they may be removed at any standard 48''x 96'' location and replaced by a sectional doorway module. Doorway module shall provide for connection of a standard construction grade prehung steel or wooden door without need for special fabrication, punching, welding, etc. Doors installed in this manner shall be totally functional as a door or doorway might be in a standard block, brick, or steel building such that explosive entry training may be conducted at the door. All responsible sources may submit concise documentation as to their ability to supply the required ballistic house as well as financial and technical information which shall be considered by FISC Norfolk Det. Philadelphia. If no affirmative written responses advantageous to the Navy are received within fifteen (15) calendar days after publication of this notice, a request for quotation will be issued to Action Target, Inc. NOTE: NO CONTRACT AWARD WILL BE MADE ON THE BASIS OF INFORMATION RECEIVED TO THIS NOTICE. Further, the Navy WILL NOT PAY for any information provided.
