Equipment - Potential Sources Sought: Radio Communication Equipment for
an indefinite quantity for various locations, consisting of the
following states: Arkansas, Louisiana, New Mexico, Oklahoma, and Texas.
The Federal Aviation Administration, Southwest Region, is seeking
interested firms in providing this equipment on an as needed basis.
This is a total set-aside for small business concerns. No telephone
requests. Mail request to DOT/Federal Aviation Administration, Attn:

Requirements: (1) Shelf Assembly with Backplane and Alarm. High density
4-channel card shelf. Able to accommodate four radio channels and
channel controllers. Equipped with a Fuse/Alarm module. Each radio
channel must have an independent fuse. Upon fuse failure, fuse alarm
must be signalled on fuse/alarm module. Backplane must contain terminal
block connections and provide distribution fusing for modules plugged
into shelf. Specifications: Height: able to accommodate plug-in modules
described in items # 2, 3, and 4 below; Width: 19 inches; Depth: 10
inches; Weight: not more than 15 lbs; Temperature: 32-122 degrees F;
Humidity: 0 to 95%, no condensation. (2) Data Above Voice Module. Able
to transmit and receive eight independent data channels plus voice
over a single 4-wire voice-grade transmission link. Must be able to
operate with either an analog or digital 4-wire transmission facility
having a bandwidth of at least 300 to 3000 Hz. Must be able to control
transmit keying and main/standby changeover for a single radio
channel. All necessary commands and status conditions must be sent and
received over the single 4-wire transmission link. Module must have
adjustment for VF levels of at least -16 dBm to +7 dBm, center tapped
transformers with 600 ohm balanced inputs and outputs, a safety circuit
which prevents data from going to an active state during error
conditions, an FSK enable/disable switch, active filtering, visual
indicators to display the status of transmit and receive data channels,
error and carrier visual indicators, and front panel jacks and
potentiometers. Specifications: Input voltage: -21 to -28 Vdc; Input
current: not more than 110mA; XMT/RCV line drop impedance: 600 ohm
nominal, balanced; Voice levels: XMT drop/line, RCV drop/line: -16 dBm
to +7 dBm (but no more than 6 dB above XMT drop level); Receive
equalization: up to 10 dB from 300 Hz to 3400 Hz; VF frequency
response: 300 to 2400 Hz +/- 2 dB; FSK signaling tones: 2800, 3000 Hz

condensation. (3) Local Channel Controller. Able to control
Main/Standby selection of both UHF and VHF transmitters and receivers.
These transmitters and receivers are FAA owned Grim Air/Ground radios
model # GRT-21, 22, GRR-23, 24. This module will be located at the
controlling site, not at the remote radio site. Must contain a voice
operated switch circuit to reduce the level of idle channel background
noise when there is no receive activity. This circuit must have an
average holdover of 2 seconds, an audio response of 100 - 400 Hz +/-0.1
dB, and a maximum level of +20 dBm. Must operate from a -24 Vdc supply
and must slide into card shelf listed in item #1 above. Must have
monitoring and alarm indications for both the out-bound and in-bound
channel links. Specifications: Input voltage: -24 Vdc +/- 20%; Current
consumption: not more than 200 mA; Push to talk inputs: contact
closure required, 30 mA max.; Size: standard US telecommunications
``400'' size; Weight: not more than 1 lb; Temperature: 32-122 degrees
F; Humidity: 0 - 95%, no condensation. (4) Remote Channel Controller.
Able to provide the interface between signals transmitted from the
controlling site (the control module listed in item 3 above) and the
Main and Standby transmitters and receivers for both VHF and UHF of a
single Air/Ground radio (existing FAA equipment manufactured by Grim
model #GRT 21, 22, GRR 23, 24). This module is co-located at the remote
site with the remote radios. Must also permit control of Main/Standby
selections to be taken locally, at this module. Must be able to feed
back to the controlling site the selections in use, error conditions
and Push-To-Talk confirmation signal, via the channel link.

Power Supply/Alarm Monitor. Able to provide -24 Vdc power from an
input of 115 Vac, 60 Hz. Must have two power supply modules internally
connected to form a dual redundant configuration. Each module must be
separately alarmed and capable of powering an eight channel radio
system. Must include two separate ON/OFF switches with indicators,
status LED's for each -24 Vdc supply, an audible alarm signaling device
with cut-off switch and visual indicators for power supply alarm, fuse
alarm and channel alarm. Specifications: Power input: 105-127 Vac, 60
Hz, 1 A; Power output: -24 Vdc; Height: not more than 8 inches; Width:
19 inches; Depth: 7.5 inches; Temperature: 32-122 degrees F; Humidity:
0 to 95%, no condensation. (6) Extender Card. Passive test device to
allow the module under test to be fully accessible. Must slide into the
card cage listed in item #1 above and connect the module under test to
the backplane of the card cage. Specifications: Height: able to fit
into card cage listed in item #1 above; Width: not more than 2 inches;
Depth: not more than 10 inches, not less than 7 inches; Weight: not
more than 0.5 lb; Temperature: 32-122 degrees F; Humidity: 0 to 95%, no
condensation. The Standard Industrial Classification Code for this

Business Enterprises: The Department of Transportation (DOT) Office of
Small and Disadvantaged Business Utilization (OSDBU), has programs to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are also available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
