sources it is the intent of the National Institute of Standards and
Technology to purchase one Nanoscope Dimension (D 3000) scanning probe
microscope with motorized sample stage from Digital Instruments, 520
E. Montecito Street, Santa Barbara, CA 93103 under ''other than Full
and Open competition'' procedures, pursuant to 41 U.S.C. 253(c)(1) -
only one responsible source. The microscope must be capable of
performing STM, contact and tapping mode AFM, MFM, EFM, LFM,
electrochemical STM and AFM, and tunneling spectroscopy. It must be
capable of line by line lift mode operation to perform MFM, EFM and
LFM. It must have an optical microscope for on axis viewing of the tip
and specimen with zoom capability to 1500 x, and it must have a large
sample stage with a vacuum chuck for holding specimens up to 5 1/4
inches in diameter but also capable of holding samples 5 x 5 mm
squared. It must have a laser focus and tracking system and a
multi-segment scanner which controls the z scan separately from the x
and y scans. It must also have a fluid cell, so samples can be analyzed
while submersed in a liquid. In addition the microscope must also be
capable of being operated by the NanoScope IIIA Scanning Probe
Microscope Control System that NIST already has. This control system
has a number of required unique capabilities, such as two color
monitors; one which displays control menus and another which displays
the image that the microscope is taking. It allows simultaneous display
of two microscope traces on the image monitor, and has digital feedback
and full 16 bit resolution regardless of the scan size, offset or
angle. No other qualified source is known that can meet the
Government's minimum requirements. Interested concerns must submit a
written qualification statement that clearly establishes the firm's
capability to meet the above requirements. This qualification statement
shall be submitted to the individual and office cited above within 45
days from the date of this synopsis. This is not a formal solicitation.
