The U.S. Department of Agriculture, Food and Consumer Service (FCS) intends to issue a sole source modification to a contract with Ender-York to continue issuance and monitoring of Commodity Letters of Credit (CLOC) to schools participating in the CLOC Program. This project requires a knowledge and understanding of the commodity procurement process as it relates to the National School Lunch Program. This contract modification requires the issuance of CLOCs for the first quarter of School Year 1996 (approximately three months). This task is to be completed by September 30, 1995. If you believe you have the requisite knowledge of CLOC issuance and monitoring procedures and can provide the services for the months of July through September 1995, please submit a capabilities statement to Suzanne A. Pastura at the address in Item 7 no later than May 19, 1995. FCS does not intend to issue an RFP unless a qualified organization other than Ender-York is determined to be able to perform the required services, based on their capabilities statement.
