Jefferson City, Missouri 65101-1200 C -- INDEFINITE DELIVERY CONTRACT FOR ARCHITECT/ENGINEER SERVICES SOL
DAHA23-95-R-0004. POC: LTC Bruce Carpenter, Contracting Officer, (314)
526-9627. An Indefinite Delivery A&E contract for Type A (investigate),
Type B (design), Type C (supervisory) services. Work consists of
furnishing all professional and technical services, labor, equipment
and materials, and performing all necessary travel and associated
services (i.e. investigations, observations, soils testing, surveys) to
provide various complete designs and project documents at the Missouri
Air National Guard, Rosecrans Memorial Airport, St. Joseph, Missouri.
Type ``A'' and ``B'' services shall include but not be limited to site
visits as required, compilation of required data, technical analysis,
development of design concepts and preparation of project documents to
include complete technical drawings, specification, schedules and
detailed cost estimates. Type ``C'' services shall include labor,
equipment and materials required to perform job site inspections, and
to review contractor's submittals for shop drawings, product data, test
data, and evaluate contractor progress. Total contract amount will not
exceed $200,000 with each delivery order not to exceed $75,000.
Delivery orders may include providing fire suppression systems,
altering and repairing base exterior lighting, repairing and improving
storm drainage, sanitary sewer, and base water main systems, adding to
the base fire station, aerial port and medical training facilities.
Selection criteria in descending order of importance are: (1)
professional qualifications necessary for satisfactory performance of
required services. (2) specialized experience and technical competence
in the type of work required. (3) capacity to accomplish the work in
the required time. (4) past performance on contracts with government
agencies and private industry in terms of cost control, quality of work
and compliance with performance schedules. (5) location in the general
geographical area of the project and knowledge of the locality of the
project. (6) volume of DOD work. Contract performance period will be
one year from date of award with an option for one additional year.
Architectural/Engineering (AE) firms are invited to submit SF 254's and
SF 255's to: United States Property and Fiscal Office for Missouri,
NGMO-PFP, ATTN: LTC Bruce Carpenter, Ike Skelton National Guard
Training Site, 7101 Military Circle, Jefferson City, Missouri
65101-1200. SF 255's should detail the firm's past performance on
contracts with government agencies. Detail shall also include
experience on cost control, compliance with performance schedules and
technical quality of work. Responses are due NLT 30 days after
publication of this announcement. This procurement is unrestricted.
This is not a request for proposal. All designs for projects shall be
in accordance with AFM 88-15, EPA, BFPA and OSHA guidelines. See Note
