Naval Air Systems Command seeks potential small disadvantaged
businesses (SDBs) for the requirement published under NAVAIR Synopsis
No. 70034-95 on 24 Mar 95. A list of SDB's will be provided with the
RFP, to be released in June 95, to aid in identifying potential SDB
subcontracting possibilities. SDB's that responded to the 24 Mar 95
synopsis must respond to this synoposis in order to be placed on the
SDB bid list. The following restates the NAVAIR synopsis published on
24 March 95: Naval Air Systems Command intends to issue a draft
soliciatation in April 95 (delayed until May 1995) for review and
commment. The draft solicitation requirements are in support of a
planned full and open competition for the Program Executive Office for
Cruise Missile Projects and Unmanned Aerial Vehicles (PEO(CU)) for
information and Telecommunications Systems and Engineering Integration
Services. The current Information Systems architecture is a
homogenious network of workstations and telecommunications facilities
encompassing PEO(CU) offices, field activities, contractors, and
operational military units. The existing system architecture of the
PEO(CU) LAN/WAN includes being the Crystal City hub for the Defense
Information System Network (DISN) with tactical, administrative and
management information being disseminated. Also, the system
capabilities have expanded both in bandwidth (realtime display of
missile video) and in users (TOMAHAWK capable ships). These wide area
telecommunications are provided by both commercial telephone links and
the DISN using open systems protocols with the goal to deliver
applications and data to the customer instantaneously and seamlessly up
to and including classified information and video. Four design
principles incorporated into the PEO(CU) Information Project are: 1) a
strong systems engineering effort, 2) a robust customer services
effort, 3) insistence on open system telecommunications across the
DISN, and, 4) heavy dependence on Common-Off-The-Shelf software. An RFP
is planned for release in June 95 and will be for base year and four
option years; under an indefinite quantity, time and material type
(fixed labor rate) contract; estimated to begin 1 Jan 96. Anticipated
solicitation requirements is for maximum of approximately 96,000
hours/year; for 480,000 hours total. Prior to release of the formal
RFP, a presolicitation conference and a site review are planned.
Information regarding the presolicitation meeting will be provided when
its date and location are finalized. Companies interested in receiving
