Administration (HRSA) is interested in identifying sources that can
evaluate how the appointment of a U.S. Public Health Service Sanitarian
has impacted HRSA-sponsored programs along the Arizona/Mexico border.
The Sanitarian serves as the U.S. Public Health Service's principle
environmental health consultant along the Arizona/Mexico Border. The
contractor shall develop a report showing the impact this Sanitarian
model has had on HRSA-sponsored programs by collecting, compiling, and
analyzing data from the pilot project's service area. The Contractor
shall recommend changes to the model and develop an instrument so the
model can be replicated in New Mexico, California and Texas. The
Contractor shall develop an instrument to collect and analyze the
following data and information: 1) analyze, make projections and
comparisons using the instrument to evaluate data from: a) a comparison
of the current job description of the Environmental Health Consultant
to the actual role that he plays at the Santa Cruz County Health
Department, in Nogales, Arizona; b) using the job description for the
Environmental Health Consultant identify how his/her participation in
the planning and development of Environmental Health projects has
increased the collaboration and integration of Environmental Health
projects along the Arizona/Mexico border area; c) identify the impact
of the HRSA/BPHC Environmental health Consultant on the implementation
of the ''Border Health Strategy'' along the Arizona/Mexico Border; d)
identify the impact of the HRSA/BPHC Environmental Health Consultant
on the major environmental issues facing the Arizona/Mexico border.
These major environmental issues are: 1) lack of sewage systems; 2)
lack of potable water; 3) substandard housing; 4) inappropriate and
illegal disposal of raw sewage and toxic chemical waste products; 5)
exposure to pesticides. Discuss how this sanitarian position has
affected enviornmental health outcomes. Provide specific examples of
this impact. 2) Identify for each U.S. Border State the individual
responsible for providing the information for epidemiological profiles
and the Annual report of Border health Statistics; 3) Analyze the
content and usefulness of the Annual Statistical report and
Epidemiological Bulletin Report of the U.S./Mexico Border that is
published by Pan American Health Organization. The Sanitarian services
as the U.S. Public Health Service consultant along the Arizona/Mexico
border area and we need to identify how usefulness is the above
information to his/her job. 4) Identify the characteristics of the
pilot project that can be replicated in New Mexico, California and
Texas. Project the advantages and disadvantages of transferring this
model to these states. Develop model position description for this
